REV: 08-22-24 VR <br />Arup’s analysis in this task will consist of a high-level qualitative risk assessment; a <br />baseline climate risk and resilience diagnosis will evaluate multi-hazard risk on critical <br />infrastructure, public property and assets, and private development. Risk will be <br />expressed in terms of consequence types such as financial losses or downtime, and will <br />be reported via qualitative ratings (e.g., Very Low to Very High) or scores (e.g., 1-5), which <br />may be used to raise awareness and prioritize actions. <br />Arup’s assessment will be used to inform planning decisions, and DJP&A or its <br />subconsultants will oversee the preparation of utility impact studies needed for the <br />preparation of EIR documentation under Task 8. <br />During development of this Subtask, Arup will conduct up to three virtual meetings with <br />the City’s utility services department(s) to identify known water (including recycled water), <br />sewer, and stormwater/flooding issues of concern within the plan area. The City will <br />furnish an existing drainage model for existing conditions review and development of <br />design alternatives in Task 8. <br />DJP&A will coordinate with Arup to confirm the analysis is what is needed for the EIR <br />environmental setting. <br />DELIVERABLES: CEQA coordination; draft Existing Conditions Report section on utility <br />infrastructure and climate risk & resilience. <br />4f – Economic and Market Study <br />1. Local Real Estate Market Analysis. <br />EPS will evaluate the market demand and supply trends for prospective real estate <br />product types to inform the amount and type of each use that might represent an <br />opportunity in the Plan Area. Candidate uses will likely include residential, retail, <br />office, light industrial, R&D, lodging, commercial, and entertainment, with EPS <br />providing focused analysis on relevant sub-classes therein (e.g., local versus <br />regional serving retail, condos versus apartments, life sciences versus <br />professional office). The analysis will compare Redwood City’s market <br />performance metrics such as pricing, occupancy, absorption, and development <br />trends against those in competitive sub-markets, using data and results of the <br />focus group interviews described in subtask 3i. (Additional considerations by land <br />use type are described below, as are considerations regarding the effects of fees <br />and the City’s gatekeeper program on the real estate marketplace and community <br />benefits contributions.) <br />Housing: EPS will consider market demand factors affecting housing <br />development for various types of higher-density housing and the various amenities <br />and unit mix for each, to help identify the best market opportunities. EPS will also <br />consider opportunities to advance the City’s affordable and workforce housing <br />goals.
