The assessment will be accompanied by a qualitative discussion on <br />factors that contribute to certain strategic sites being stubbornly underutilized in <br />the last 15 years. <br />DELIVERABLE: financial feasibility assessment of representative development <br />scenario’s capacity for community benefits contributions based on and illustrated <br />by 3 representative opportunity sites (draft for City review, and revised). <br />4h – Summary Report for Existing Conditions and Market Factors <br />After City review of draft sections of the Report described in Subtasks 4a-g, WRT will <br />address City comments and integrate draft sections into a comprehensive report. After <br />the City reviews a draft of the comprehensive report, WRT will make revisions and provide <br />the City with a PDF of the final Report and its source files. <br />DELIVERABLES: draft Existing Conditions Report (2 rounds of city review and <br />comment/feedback); final Existing Conditions Report. <br />Task 4 Summary of Anticipated Meetings, Hearings, and Community Outreach <br />Activities <br />The following will occur during Task 4, are budgeted in Task 3, and are also summarized <br />in Table 1. <br />Speaker Series (2-3 events); <br />Stakeholder Meetings (number of meetings in this phase TBD); <br />Focus Groups; <br />Community Advisory Committee (consultant participation TBD). <br />Task 5 – Plan Framework Alternatives for Community Feedback <br />5a – Plan Framework Alternatives with Technical & Community Benefits Program <br />Assessments <br />WRT’s team members will collaborate in development of Plan Framework Alternatives for <br />high-level consideration of 2-3 different approaches to envision and organize future land <br />uses, public realm, and infrastructure improvements, in locations where questions remain <br />regarding change. The Alternatives will reflect existing conditions analysis, <br />economic/market analysis, and community response to the existing conditions analysis, <br />economic study, and other feedback. <br />The Alternatives will incorporate and be evaluated using best practices applied by WRT’s <br />team of subject-matter experts regarding: <br />growth across land uses, particularly housing (WRT, EPS), <br />community benefits program (EPS), <br />ATTY/AGR.2024.139/Wallace Robers & Todd LLC (Downtown & Central RWC) (Page 36 of 60)
