REV: 08-22-24 VR <br />historic preservation and development character (P+T, WRT), <br />retail-entertainment configuration and activation (ELS, MJB), <br />design and development standards considerations and formats (WRT), <br />public realm improvements, including public streets & open space (WRT), <br />multimodal transportation and TDM/TMA (Arup), <br />infrastructure (including green infrastructure) and climate risk & resilience (Arup, <br />WRT), and <br />perspectives regarding equity and underserved populations (Nuestra Casa) <br />These policy-level topics and discussion will set the direction for new objective design & <br />development standards (ODDS). WRT will provide recommendations as to the <br />relationship of ODDS to the Plan document, such as to whether to embed the ODDS or <br />make separate (e.g. in the Zoning Code), and City staff will determine the preferred <br />approach based on the recommendations. The Alternatives will consider other topics, as <br />may be needed, to capture principal issues to be addressed in the Plan. <br />WRT will organize an all-day design charrette to be attended in-person by the WRT team <br />members noted above and key City staff members. The purpose of the design charrette <br />will be for City staff to determine the direction of the Plan Framework Alternatives based <br />on input and recommendations from the WRT team. The charrette will take place in a <br />space provided by the City or WRT, to be determined. <br />Land use & housing. Based on implementing programs for residential growth projected <br />by Redwood City’s and the County’s Housing Element, market trends described by EPS, <br />and opportunity sites analysis, WRT will develop scenarios for infill development that will <br />be described with plan and 3D views. The scenarios will consider the location of <br />development opportunity sites, existing and future activity centers, proximity to transit, <br />relationships to historic resources, existing corridor plans, and other existing policy <br />direction. WRT will also identify opportunity areas where increased height, residential <br />density, and/or commercial intensity may be advisable. <br />Historic preservation and development character. Building on analysis in Task 4, <br />Page & Turnbull and WRT will describe alternative approaches toward the character of <br />new development, such as to examine the degree to which new development should <br />emulate character-defining features expressed in local historic styles. The team will <br />assess previously-documented candidate sites. Additionally, P&T will describe best <br />practices for the evaluation and preservation of historic resources and conservation of <br />historic districts. <br />In consideration of the possible creation of a transfer of development rights program <br />(TDR), P&T will evaluate potential areas where a TDR program might be applied to <br />protect historic resources while allowing additional density on new development sites. <br />EPS will consider how to integrate a TDR program with a Community Benefit and / or <br />TDR program and policies (as described below). <br />ATTY/AGR.2024.139/Wallace Robers & Todd LLC (Downtown & Central RWC) (Page 37 of 60)
