REV: 08-22-24 VR <br />Community Benefits Program. EPS (in collaboration WRT and P&T) will formulate <br />various alternatives to the City’s Community Benefit process to improve outcomes (e.g., <br />deliver public facilities, affordable housing, project design, and other amenities identified <br />through stakeholder input). The task will describe the pros and cons of various community <br />benefit program options or models, as informed by case studies, past performance, and <br />development feasibility considerations, among other considerations. The alternatives are <br />likely to incorporate a range of potential approaches to community benefit program <br />implementation, that span the spectrum from “formulaic” to negotiated outcomes. <br />The EPS team will also flesh out alternatives for incorporating TDR policies to support <br />historic preservation within the DTPP. This analysis and options will include consideration <br />of both criteria and eligibility for “donor” and “receiver” sites in incentivizing historic <br />preservation, prioritization, weighting, and other factors affecting the scope of the program <br />and likely participation. <br />Public realm improvements. WRT will develop alternative concepts for public realm <br />public streets & open space improvements. WRT will examine the existing distribution <br />and characteristics of parks and publicly-accessible plazas and paseos, as it considers <br />opportunities for new public open space. Additionally, WRT will examine existing <br />pedestrian environments along major streets at a high level, and consider potential <br />locations for pedestrian-oriented improvements, pedestrian-only streets, or street designs <br />that favor pedestrians and bicycles over vehicles. <br />Retail-entertainment configuration and activation. MJB Consulting will develop and <br />refine recommendations for leveraging the potential of Downtown’s retail-entertainment <br />core, as it relates to land use policy, zoning regulations, street-level commercial <br />activation, economic supports, public-private partnerships, and marketing and positioning <br />the district competitively. ELS will develop alternative configurations for retail- <br />entertainment in Downtown, which integrate existing conditions with additional uses, <br />design improvements, and other interventions for market competitiveness. <br />Multi-Modal Transportation. Arup will, in consultation with CHS and WRT, develop <br />various approaches to circulation connectivity and other transportation enhancements <br />including: <br />multi-modal access and circulation strategy, as it relates to circulation connectivity, <br />development intensity, availability of non-drive mode infrastructure, especially as <br />these relate to bicyclists and pedestrians; <br />potential traffic circulation implications, with preliminary evaluation of auto trip <br />generation from new development; <br />review parking supply ratios from the existing Downtown Precise Plan and Housing <br />Element parking studies and compare with ratios based on mode share targets if <br />needed; and <br />potential transportation improvements, using RWCMoves, Walk, Bike, Thrive, the <br />El Camino Real Corridor Plan, Transit District Plan, and other adopted plans as <br />the starting point. <br />ATTY/AGR.2024.139/Wallace Robers & Todd LLC (Downtown & Central RWC) (Page 38 of 60)
