REV: 08-22-24 VR <br />For each Alternative, Arup will analyze and describe relative transportation performance <br />according to applicable key performance indicators (KPIs) and will provide a comparative <br />assessment of transportation strategies with qualitative and quantitative information <br />about the relative advantages and disadvantages of each. <br />Drainage infrastructure risk & resilience. Arup will first identify and propose resilience <br />strategies for the prioritized risks from Task 4, which will be incorporated into the <br />development of the Plan alternatives. Second, Arup will conduct a project-specific <br />analysis of the risk and resilience aspects of these alternatives. As it may not be possible <br />to anticipate how many hazards will be prioritized, the baseline fee covers up to two <br />hazards. If more hazards are prioritized or a more detailed modeling is required, these <br />will be addressed as an additional scope and fee. <br />For the first part, Arup will use the risk assessment results to identify specific areas or <br />properties within the downtown that present good opportunities to build resilience and <br />align with the City’s 2024 SLR Study and with overarching resilience goals defined in Task <br />4. Then, Arup will use the Plan Alternatives to conduct enhanced or localized <br />supplementary hazard modeling (e.g., for stormwater and riverine flooding affecting <br />inland areas of the downtown), and identify and test preliminary regional and urban <br />resilience measures (which may include structural and non-structural risk mitigation). This <br />includes civil infrastructure improvements in relation to known gaps and climate resilience <br />and adaptation actions. For each Alternative, Arup will describe general resilience <br />benefits and resulting drainage infrastructure performance according to applicable key <br />performance indicators (KPIs). This will feed into the assessment summary of urban and <br />transportation strategies. The summary will inform the Draft and Final Plan deliverables. <br />Equity and Underserved Populations. In collaboration with WRT, Nuestra Casa will <br />identify potential social and economic benefits and liabilities associated with each <br />Alternative as related to underserved and other disadvantaged populations with a special <br />focus on affirmatively furthering fair housing, ensuring equal access for people of all <br />physical and mental abilities, addressing climate impacts on vulnerable populations, and <br />equity metrics for development projects and public works. A high-level qualitative <br />evaluation of the Alternatives will be provided. <br />Set Direction of Preferred Alternative. The Framework Plan Alternatives and technical <br />assessments will be presented for input by decision-makers and input received through <br />community engagement as described in Task 3.
