REV: 08-22-24 VR Task 6 – Develop/Refine Plan Framework 6a – Plan Framework Outline Based on community feedback and City Council and Planning Commission direction, WRT will develop an expanded outline for a preferred Plan Framework. WRT will review and revise the detailed outline with City staff before developing a draft of the Plan Framework. DELIVERABLE: Detailed Plan Framework outline (draft and revised, 1 round of city review and comment/feedback); Outline review with City staff at regular monthly meeting. 6b – Draft Plan Framework WRT will complete a draft framework plan for initial review by City staff. The Framework will set the policy direction for the Plan and will identify related critical implementation efforts. It will address topics considered during Task 5 and development of Plan Framework Alternatives. The Plan Framework will be detailed enough to allow for the commencement of environmental review. DELIVERABLE: draft report describing the Plan Framework (2 rounds of city review and comment/feedback). 6c – Review Draft Plan Framework Key members of WRT’s team will present the draft Plan Framework at meetings with the City Council, Planning Commission, the Architectural Advisory Committee, Historic Resources, and Transportation Advisory Committees. WRT will prepare meeting presentations for staff review prior to the public hearings, and finalize the presentation based on staff comments.
