REV: 08-22-24 VR <br />Phase Two: Final Plan & Environmental Review <br />Task 7 – Prepare Draft Plan, ODDS, and General Plan Amendments <br />7a – Introduction <br />WRT will author introductory sections of the Plan including: purposes, legal authority, <br />setting, policy & regulatory background, community engagement, plan vision, summary <br />of goals, and organization of the document. <br />DELIVERABLE: draft Introduction narrative and graphics for review by City staff. <br />7b – Land Use and Built Character <br />WRT, with support from Page & Turnbull and ELS, will author Land Use and Built <br />Character sections of the Plan that establish goals, policy objectives, and implementation <br />measures for land use, building height and setbacks, ground-level activation, retail- <br />entertainment and other subdistrict urban forms, historic resources and districts, built <br />character and placemaking, zoning, and other topics. Detailed development standards <br />will be addressed in Task 7k. To inform this work, P&T and WRT will prepare for and <br />attend a joint study session with the Architectural and Historic Resources Advisory <br />Committees. <br />DELIVERABLES: <br />draft and revised PowerPoint for joint Architectural and Historic Resources <br />Advisory Committees study session; <br />P&T and WRT attendance at joint Architectural and Historic Resources Advisory <br />Committees study session; <br />draft Land Use and Built Character narrative and graphics for review by City staff. <br />7c – Parks, Open Space, and Streets <br />WRT, with support from Arup, will author Streets, Parks, and Open Space (Public Realm), <br />section of the Plan that establishes goals, policy objectives, and implementation <br />measures for: street types and character illustrated with representative examples, parks <br />& other public open space, private open space for public use, open space corridors & <br />trails, public amenities, and other public realm topics. Proposed changes will be vetted <br />through City engineering and transportation staff. A Streetscape Master Plan for streets <br />and public open space is provided as additional tasks below. <br />DELIVERABLE: draft Streets Parks and Open Space (Public Realm) and narrative and <br />graphics for review by City staff. <br />7d – Multi-Modal Transportation <br />In the context of the adopted mobility goals in RWCMoves, Arup will author the Multi- <br />Modal Transportation section of the Plan, with respect to policy objectives, and <br />implementation measures for local transportation connectivity and facilities (across <br />ATTY/AGR.2024.139/Wallace Robers & Todd LLC (Downtown & Central RWC) (Page 43 of 60)
