REV: 08-22-24 VR Phase Two: Final Plan & Environmental Review Task 7 – Prepare Draft Plan, ODDS, and General Plan Amendments 7a – Introduction WRT will author introductory sections of the Plan including: purposes, legal authority, setting, policy & regulatory background, community engagement, plan vision, summary of goals, and organization of the document. DELIVERABLE: draft Introduction narrative and graphics for review by City staff. 7b – Land Use and Built Character WRT, with support from Page & Turnbull and ELS, will author Land Use and Built Character sections of the Plan that establish goals, policy objectives, and implementation measures for land use, building height and setbacks, ground-level activation, retail- entertainment and other subdistrict urban forms, historic resources and districts, built character and placemaking, zoning, and other topics. Detailed development standards will be addressed in Task 7k. To inform this work, P&T and WRT will prepare for and attend a joint study session with the Architectural and Historic Resources Advisory Committees. DELIVERABLES: draft and revised PowerPoint for joint Architectural and Historic Resources Advisory Committees study session; P&T and WRT attendance at joint Architectural and Historic Resources Advisory Committees study session; draft Land Use and Built Character narrative and graphics for review by City staff. 7c – Parks, Open Space, and Streets WRT, with support from Arup, will author Streets, Parks, and Open Space (Public Realm), section of the Plan that establishes goals, policy objectives, and implementation measures for: street types and character illustrated with representative examples, parks & other public open space, private open space for public use, open space corridors & trails, public amenities, and other public realm topics. Proposed changes will be vetted through City engineering and transportation staff. A Streetscape Master Plan for streets and public open space is provided as additional tasks below. DELIVERABLE: draft Streets Parks and Open Space (Public Realm) and narrative and graphics for review by City staff. 7d – Multi-Modal Transportation In the context of the adopted mobility goals in RWCMoves, Arup will author the Multi- Modal Transportation section of the Plan, with respect to policy objectives, and implementation measures for local transportation connectivity and facilities (across ATTY/AGR.2024.139/Wallace Robers & Todd LLC (Downtown & Central RWC) (Page 43 of 60)
