To inform this work, Arup and WRT will prepare for and attend a <br />study session with the Transportation Advisory Committee. <br />DELIVERABLES: <br />draft and revised PowerPoint for Transportation Advisory Committee study <br />session; <br />Arup and WRT attendance at Transportation Advisory Committee study session; <br />draft Multi-Modal Transportation narrative and graphics for review by City staff. <br />7e – Utility Infrastructure and Climate Risk & Resilience <br />Arup, with support from WRT, will author the Utility Infrastructure and Climate Risk & <br />Resilience sections of the Plan that establish goals, policy objectives, and implementation <br />measures for stormwater, sanitary sewer, water, dry utilities, roadways, and climate risk <br />& resilience. <br />DELIVERABLE: draft Utility Infrastructure and Climate Risk & Resilience narrative and <br />graphics for review by City staff. <br />7f – Implementation <br />WRT will describe measures to implement Plan goals and policies. An Implementation <br />section will summarize recommended measures, set priorities, and clarify responsibilities. <br />A key component to successful implementation of the Plan is realizing improvements to <br />the physical environment that support a sense of place, improve multi-modal access, and <br />attract or enable private sector investment. As part of the Plan document, EPS will identify <br />financing tools that may be available to the City and current and future stakeholders to <br />support the infrastructure program identified in the Plan. Potential financing tools may <br />include, but not be limited to: <br />value-capture techniques to convert financial or fiscal benefits into financing tools <br />(including Community Benefit contributions), <br />overlay districts, such as a Community Facility Districts (CFD) or an Enhanced <br />Infrastructure Financing District (EIFD), <br />public-private joint development opportunities for shared infrastructure <br />Area-specific development impact and/or in-lieu fees (and related reimbursement <br />agreements), <br />cost allocation strategies for required off-site improvements or facilities, <br />other financial and fiscal measures or mitigation strategies to cover any potential <br />fiscal deficits, <br />ATTY/AGR.2024.139/Wallace Robers & Todd LLC (Downtown & Central RWC) (Page 44 of 60)
