Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: September 23, 2024 <br />SUBJECT <br />$2 million grant application for the Metropolitan Transportation Commission (MTC)’s Regional Measure <br />3 (RM3) Safe Routes to Transit and Bay Trail (SR2TBT) Program for preliminary engineering and <br />environmental study of segments of the Bay Trail Gap Closure Project <br />RECOMMENDATION <br />Adopt a resolution authorizing the submittal of an application to the Metropolitan Transportation <br />Commission for Regional Measure 3 Safe Routes to Transit and Bay Trail Program Funding for the Bay Trail <br />Gap Closure Project. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Transportation <br />BACKGROUND <br />On June 5, 2018, voters passed Regional Measure 3 (RM3), raising the toll for all vehicles on the seven <br />State-owned toll bridges in the San Francisco Bay Area by a total of $3.00, phased in one-dollar <br />increments. This toll increase funds various transportation projects within the region that reduce <br />congestion or make improvements to travel in the toll bridge corridor. Specifically, RM3 establishes the <br />Regional Measure 3 Expenditure Plan and identifies specific capital and operating projects and programs <br />eligible to receive RM3 funding. <br />In June 2024, MTC issued a call for projects for the Regional Measure 3 (RM3) Safe Routes to Transit and <br />Bay Trail (SR2TBT) Program. The first cycle of the SR2TBT program covers four fiscal years from 2024/25 <br />through 2027/28, with a base funding amount of $50 million available for programming and an optional <br />$25 million for a transformative active transportation project.
