Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />include infrastructure, plans, infrastructure projects with non-infrastructure components, and quick- build <br />projects. <br />The SR2TBT program requires the applicants to: <br />Adopt and certify a General Plan Housing Element for the 2023-2031 Regional Housing Allocation <br />with the California Department of Housing and Community Development, by December 31, 2024. <br />Submit evidence of an adopted Local Road Safety Plan (LRSP) or equivalent safety plan for the city <br />or county where the proposed project is located. <br />The City’s 2023-2031 Housing Element update was approved by the California Department of Housing and <br />Community Development in March 2023. The City Council approved and adopted the City’s first Local <br />Roadway Safety Plan (Redwood City Walk Bike Thrive Plan) in June 2022. <br />The City Council must approve grant requests more than $60,000 under current City policy; therefore, <br />staff seeks City Council authority to submit a grant application for the Bay Taril Gap Closure Project. No <br />local matching funds are required for RM3 projects. <br />ANALYSIS <br />The SR2TBT Program aims to fund projects to increase the carrying capacity and travel options on Bay <br />Area bridges and along bridge corridors, reduce greenhouse gas emissions, increase active transportation, <br />reduce congestion, and improve real and perceived safety. The Bay Trail project’s mission is to complete <br />the vision of a 500-mile walking and bicycling shoreline trail that serves Bay Area residents’ recreation and <br />active transportation needs. The goals for Bay Trail projects should increase the carrying capacity and <br />travel options on Bay Area bridges and along bridge corridors by funding projects that will lead to <br />enhanced connections and completion of the Bay Trail. As required in RM3 legislation, projects must <br />provide access improvements on and in the vicinity of the state-owned toll bridges connecting to rail <br />transit stations and ferry terminals. <br />After consultation with the San Mateo County Transportation Authority, staff identified a few gaps in the <br />Bay Trail system within Redwood City that will be a good candidate for this funding program. The Bay Trail <br />gaps are identified in the City’s adopted plans RWCMoves (2018) and Redwood City Walk Bike Thrive Plan <br />(2022) and MTC’s recently adopted Bay Trail Gap Closure Implementation Plan (July 2024). The selected <br />gap closures in Redwood City will enhance access to two major active projects in the City, Ferry Terminal <br />and 101/84 Interchange Projects.
