Both guidelines use Average Daily Traffic (ADT) and collision history over the past three years
to determine if an all-way stop sign is appropriate. If these criteria are not met, both guidelines allow
agencies to consider all-way stop sign under the following special conditions:
Need to control left-turn conflicts
Near-by uses generating high pedestrian activity
Limited visibility with obstructions that cannot be removed
Atypical intersection configuration
Two intersecting residential collector streets with similar characteristics
While the traffic count and collision history at this location do not warrant an all-way stop sign, this
location meets two of the special conditions to have an all-way stop sign: managing left-turn conflicts and
addressing vehicle/pedestrian conflicts near North Star and McKinley schools, which experience high
pedestrian traffic. Therefore, based on both the City’s adopted policy and CA MUTCD recommendations,
staff propose to install an all-way stop sign at this intersection. Per the City’s adopted policy, adding,
removing, or modifications to stop signs require a City Council resolution.
Having all-way stop signs at the intersection would improve pedestrian safety for students commuting to
and from nearby schools. Based on the above justifications, staff recommends that all-way stop signs be
installed at the intersection of Harrison Avenue and Duane Street.
Figure 1: Project Location Map
6.C. - Page 2 of 4
114
