Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />ANALYSIS <br />To evaluate whether a stop sign is warranted at a particular location, staff conduct an analysis using both <br />the City’s adopted policy and guidelines and the California Manual on Uniform Traffic Control Devices (CA <br />MUTCD). Both guidelines use Average Daily Traffic (ADT) and collision history over the past three years <br />to determine if an all-way stop sign is appropriate. If these criteria are not met, both guidelines allow <br />agencies to consider all-way stop sign under the following special conditions: <br />Need to control left-turn conflicts <br />Near-by uses generating high pedestrian activity <br />Limited visibility with obstructions that cannot be removed <br />Atypical intersection configuration <br />Two intersecting residential collector streets with similar characteristics <br />While the traffic count and collision history at this location do not warrant an all-way stop sign, this <br />location meets two of the special conditions to have an all-way stop sign: managing left-turn conflicts and <br />addressing vehicle/pedestrian conflicts near North Star and McKinley schools, which experience high <br />pedestrian traffic. Therefore, based on both the City’s adopted policy and CA MUTCD recommendations, <br />staff propose to install an all-way stop sign at this intersection. Per the City’s adopted policy, adding, <br />removing, or modifications to stop signs require a City Council resolution. <br />Having all-way stop signs at the intersection would improve pedestrian safety for students commuting to <br />and from nearby schools. Based on the above justifications, staff recommends that all-way stop signs be <br />installed at the intersection of Harrison Avenue and Duane Street. <br />Figure 1: Project Location Map <br />6.C. - Page 2 of 4 <br />114
