Page 1 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: September 23, 2024 <br />SUBJECT <br />Agreement for Services with Browning-Ferris Industries of California, Inc. to provide disposal services for <br />soils and mixed material construction debris <br />RECOMMENDATION <br />By motion, determine that due to the nature of services, a competitive bidding process is not likely to <br />serve the best interest of the City, and approve and authorize the City Manager to execute an Agreement <br />for Services with Browning-Ferris Industries of California, Inc. to provide disposal services for soils and <br />mixed material construction debris for a two-year term through 2026 in an amount not to exceed <br />$560,000, including City Manager authority to extend the agreement for two additional two-year terms <br />through 2030 for $576,800 and $594,104 each extension respectively, for a potential aggregate not-to- <br />exceed amount of $1,730,904 (requires 5/7 vote). <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />The Public Works Services Department (“PWS”) is responsible for the maintenance and repair of the water <br />and sewer utility systems. This infrastructure includes pipelines that are often located underneath the <br />roadway and sidewalk, and when performing repairs, staff will generate construction spoils, which contain <br />soils and other mixed material. The debris is temporarily stored at the PWS Corporation Yard and then <br />hauled to a landfill facility for final disposal. Due to the type and volume of waste generated by water and <br />sewer repairs, this process is separate from Recology’s regular solid waste collection for the City. Landfill <br />disposal services for this type of waste are essential to ensuring that the debris generated by the City <br />during regular operations is disposed of properly. <br />6.J. - Page 1 of 16 <br />182
