Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />ANALYSIS <br />To address this need, PWS issued a Notice Inviting Bids (“NIB”) on April 23, 2024 for as-needed traffic <br />signs, safety products, and related services. The NIB was emailed to five potential vendors, published <br />on the City’s website, and published in the San Mateo Daily Journal. Staff received bids from four <br />vendors: D&M Traffic Services, Inc., Statewide Traffic Safety and Signs, Inc., Interstate Traffic Control <br />Products Inc., and Pacific Products and Services LLC, with Statewide Traffic Safety and Signs submitting <br />the lowest bid. The following table summarizes the total bid price by vendor. Note, although D&M <br />Traffic Services, Inc. submitted an apparent low bid, their submission was not considered due to their <br />submittal of an incorrect bid form. <br /> <br />Table #1: Total Bid Price by Vendor <br />Vendor Total Bid Price <br />Statewide Traffic Safety and Signs, Inc. $127,203.77 <br />Interstate Traffic Control Products, Inc. $155,477.10 <br />Pacific Products and Services LLC $262,877.50 <br /> <br />Given the unpredictable timelines and number of projects needing traffic control, traffic signs, safety <br />products, and related services are requested on an as-needed basis. Therefore, with consideration of the <br />remaining submitted bids and surrounding circumstances, staff recommends approving and authorizing <br />the City Manager to execute a one-year Master Purchase Agreement to Statewide Traffic Safety and Signs, <br />Inc., the lowest and responsible bidder, for traffic supplies and services with a total not-to-exceed amount <br />of $130,000 to be purchased on an as-needed basis and including a contingency amount for any <br />unanticipated traffic needs. Staff also recommends authorizing the City Manager to extend the agreement <br />for up to two additional two-year terms, with a potential aggregate contract amount not to exceed <br />$690,187. <br />FISCAL IMPACT <br />The amount of $130,000 is available to allocate from various Public Works Services operating budgets. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />6.L. - Page 2 of 22 <br />217
