<br />24 <br /> <br />in the normal course of work, and Fire Captains who take took and <br />passed a proficiency test in November 2022 and use Spanish bilingual <br />skills in job duties arising in the normal course of work, shall receive <br />bilingual premium pay as follows: <br /> <br />First Responder – Two and one-half percent (2.5%) of base pay for <br />employees who are routinely and consistently assigned to <br />communicate in a language other than English during the normal <br />course of work. Skills must be demonstrated by the ability to <br />perform conversational speaking and basic commands and <br />terminology related to emergency response. <br /> <br />Advanced – Five Percent (5%) of base pay for employees who are <br />routinely and consistently assigned to communicate in a language <br />other than English during the normal course of work. Skills must be <br />demonstrated by the ability to translate and communicate beyond <br />conversational speaking and/or basic writing. Workers who receive <br />the five percent (5%) advanced bilingual differential are required, <br />when called upon, to utilize their skills citywide. <br /> <br />Eligibility for the first responder or adva nced bilingual premium pay <br />shall be determined by the Personnel Officer on the basis of an oral <br />proficiency test or an oral and written proficiency test respectively. <br />To retain the two and one-half percent (2.5%) or five percent (5%) <br />differential, employees will be required to pass the City’s proficiency <br />test once every three (3) years. <br /> <br />7.16.2 Tier Two Bilingual Pay: For all other employees, including employees <br />hired before July 1, 2022 who achieve new or more advanced <br />bilingual skills during the term of the MOU, eligibility for Emergency <br />Responder Tier Two Bilingual Premium Pay is as follows: <br />A. Proficiency Level: Employees with proficient bilingual skills who <br />are routinely and consistently assigned to positions requiring <br />communication in languages other than English listed in <br />subsection “D” are eligible to receive a pay differential of two and <br />one-half percent (2.5%) of Fire Captain Step 3 for the use of these <br />skills in job duties arising during the normal course of work as <br />emergency responders. To receive the Proficiency Level of <br />Emergency ResponderTier Two Bilingual Premium Pay, the <br />employee is required to receive advance Department Head <br />approval, be proficient in a listed language, and successfully pass <br />a proficiency examination every three (3) years. <br /> <br />6.A. - Page 35 of 99 <br />42
