<br />25 <br /> <br />B. Advanced Level: Employees with advanced bilingual skills who <br />are routinely and consistently assigned to positions requiring <br />communication in languages other than English listed in <br />subsection “D” are eligible to receive a pay differential of five <br />percent (5%) of Fire Captain Step 3 for the use of these advanced <br />skills in job duties arising during the normal course of work as <br />emergency responders. Advanced bilingual skills, for purposes of <br />the five percent (5%) pay differential, are defined as fluency in a <br />listed language other than English. To receive the Advanced Level <br />of Emergency ResponderTier Two Bilingual Premium Pay, the <br />employee is required to receive advance Department Head <br />approval, be fluent in a listed language, and successfully pass a <br />fluency examination every three (3) years. <br /> <br />C. Employees who accept the Advanced Level of Emergency <br />Responder Bilingual Premium Pay will be required to, when called <br />upon, to translate citywide, be a spokesperson for the <br />department when bilingual communications between the press <br />and the department are needed, and as circumstances may <br />require, assist in liaison efforts to advance bilingual <br />communication with community members or organizations. <br />Personnel may also be required to assist in investigations where <br />specific bilingual language skills are identified to assist in an active <br />or ongoing investigation. <br /> <br />D. Employees with proficiency or fluency in the following languages <br />will be eligible for Emergency ResponderTier Two Bilingual <br />Premium Pay: American Sign Language, Cantonese, Korean, <br />Mandarin, andRussian, Spanish., and Vietnamese. <br /> <br />E. Employees with proficiency and/or fluency in more than one <br />language listed in subsection “D” will not be permitted to earn <br />Emergency ResponderTier Two Bilingual Premium Pay of more <br />than seven and one-half percent (7.5%) of Fire Captain Step 3. <br /> <br />7.16.3 Bilingual skills shall not be a condition of employment except for <br />employees who are hired specifically with that requirement. If an <br />employee is hired under this provision, that requirement shall be <br />included in the initial appointment letter. <br /> The City has the right to discontinue the bilingual premium pay at any <br />time based on changes to the City’s business needs, provided that <br />the City gives the exclusive representative ten (10) days’ notice prior <br />6.A. - Page 36 of 99 <br />43
