Assistant City <br /> Manager and Human Resources Director Bell said that five are filled and 3.27 are vacant. <br /> One Council Member proposed moving forward with Package 1 and nothing else at this <br /> time. Another Council Member agreed and stated that package 2, 3 and 4 could be fine <br /> tuned and these will be the core of what comes back to the Council in preparation for the <br /> next fiscal year reductions. He would like a time set for further formal decision making by <br /> the Council and addressing the structural problems. It was suggested that staff continue to <br /> work with the labor groups to address the issue of employee costs. Another Council <br /> Member agreed with the comments made and she opined this will buy the City a little bit of <br /> time. She thinks the newsletter should be kept for a little longer so that it can be used to <br /> communicate with the community the upcoming the cuts. She agreed that the unions need <br /> to be pulled on the discussion of using volunteers. <br /> Another Council Member supported "Package 1" and she would support keeping the <br /> newsletter to reach out to the community. She suggested that with the aid of historians, <br /> the position in the Library Department could be kept. Yet, another Council Member agreed <br /> with going with "Package 1" and the other ones will be in the horizon. This Council <br /> Member suggested going back to the reserves on year three if the reserve was needed, <br /> and now he is no longer opposed to using the reserves. On the School Resource Officer <br /> (SRO) one Council Member would like to give it a little more time and have a dialogue with <br /> the School District. <br /> Mayor Foust concurred with approving "Package 1" and getting a little more information on <br /> the SRO. She suggested this might be an opportunity to call the School Board of Trustees. <br /> The consensus was to have this proposed cut remain in place but have staff get <br /> additional information or maybe just extend it a couple of months. Mayor Foust <br /> believes the newsletter reaches an important segment of the community and that is <br /> something that needs to be taken in consideration. Mayor Foust, directing her comments <br /> to the bargaining units, stated that the Council asks them to work with the Council on <br /> employee expenses and how to curtail these costs. She asked the unions to work with the <br /> City Manager, and Human Resources Director to talk about salaries, wages and retiree <br /> health care benefits. <br /> Mayor Foust thanked the City Manager and all of the Department Heads for their hard <br /> work. Council Member Ira thanked staff for being proactive and "thinking out of the box" on <br /> the issue of revenues. One Council Member said that the collaborative and sharing of the <br /> positions is really appreciated. Mayor Foust said that this is a difficult process and that <br /> Council takes these actions very seriously. <br /> Council consensus was to accept the staff recommendation and come back on <br /> November 9, 2009 with a resolution that formalizes approval of "Package 1" and <br /> provide some additional information on specific items such as the School Resource <br /> Officer.
