ATTY/RESO.0060/CC RESO BAY TRAIL GAP CLOSURE PROJECT <br />REV: 09-18-24 LF <br />Page 1 of 2 <br />RESOLUTION NO. _____ <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE <br />METROPOLITAN TRANSPORTATION COMMISSION FOR THE <br />REGIONAL MEASURE 3 SAFE ROUTES TO TRANSIT AND BAY TRAIL <br />PROGRAM FOR THE BAY TRAIL GAP CLOSURE PROJECT <br />WHEREAS, creating and maintaining a multimodal, safe, and accessible <br />transportation network is one of the City of Redwood City (Project Applicant/City) City <br />Council’s adopted strategic priorities; and <br />WHEREAS, on June 26, 2024, the Metropolitan Transportation Commission <br />(MTC) announced a Call for Projects for the Regional Measure 3 (RM3) Safe routes to <br />Transit and Bay Trail (SR2TBT) Program with the goal to fund bicycle and pedestrian <br />access improvements on and in vicinity of the state-owned toll bridges connecting to rail <br />transit stations and ferry terminals; and <br />WHEREAS, RWCMoves, the citywide transportation plan, and Redwood City Walk <br />Bike Thrive Plan, identified and listed a few Bay Trail gap closure projects in the City that <br />is essential to complete a high-quality active transportation network to and from the City; <br />and <br />WHEREAS, MTC completed the Bay Trail Gap Closure Implementation Plan in <br />July 2024, and listed the Bay Trail gaps in Redwood City with the highest ranked Bay <br />Trail projects to be completed in the Bay Area; and <br />WHEREAS, staff identified the Bay Trail gap closure project is a suitable fit for the <br />SR2TBT Program funding; and <br />WHEREAS, staff developed a scope of work for the Project and selected a sub- <br />set of Bay Trail gaps in Redwood City for a Preliminary Engineering work; and <br />WHEREAS, it will cost $2,000,000 to complete the Preliminary Engineering phase <br />for the selected Bay Trail gap closure project; and <br />WHEREAS, to receive grant funding, the Project Applicant must comply with the <br />following: <br />1.Adopt and certify a general plan housing element for the 2023-2031 <br />Regional Housing Needs Allocation with California Department of Housing and <br />Community Development by December 31, 2024; and <br />16245
