To better understand the possible placement of billboards <br />adjacent to an interstate or primary highway, the following critical factors must be considered: <br />1. Compliance with California Department of Transportation (Caltrans) regulations governing outdoor <br />advertising; and <br />2. Location of utilities (both City and other agencies) that may be situated on or near properties where <br />digital billboards could be installed. <br /> <br />Caltrans Regulations <br />Caltrans is responsible for enforcing the California Outdoor Advertising Act (Business and Professions <br />Code section 5200 et. seq.) and associated Caltrans Regulations, which ensure compliance with the <br />Federal Highway Beautification Act. Caltrans requires that all billboard operators receive an Outdoor <br />Advertising Display Permit for displays adjacent to an Interstate or primary highway. In Redwood City, the <br />primary highway would be U.S. Route 101. <br />Caltrans generally requires the following: <br />1. The location of the property where the display is to be placed must be zoned Industrial or <br />Commercial. <br />2.
