Page 2 of 11 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />On April 15, 2024 the City Council adopted the Two-Year Economic and Workforce Development Plan <br />(Plan) to guide the City’s economic development activities through Fiscal Year 2025-2026. Within this Plan, <br />the City Council approved Goal 4A: Advancing Efforts Related to Electronic1 Billboards and provided initial <br />feedback on key elements of a digital billboard policy, summarized in Table 1 below: <br />Table 1 <br />KEY ELEMENTS OF DIGITAL BILLBOARD POLICY <br />Program Element City Council Feedback <br />Location(s)U.S. Route 101 corridor <br />Potential number of signs Up to three <br />Locate signs on City-owned vs. not City-owned <br />property <br />Investigate both options, preference for locating on <br />City-owned property <br /> <br />The City’s intent in considering digital billboards is to generate revenue to support City services without <br />increasing fees or taxes, while also maintaining community beauty and safety. The purpose of this staff <br />report is to: <br />1) Present staff assessment of potential locations for digital billboards and provide examples from other <br />jurisdictions; and <br />2) Seek authorization from the City Council to proceed with a phased approach, with the first phase <br />allowing one digital billboard in Redwood City on City controlled property. <br />ANALYSIS <br />Potential Locations for Digital Billboards in Redwood City <br />To assess the potential for locating digital billboards in Redwood City, staff analyzed the current state of <br />local billboards, regulations and requirements pertaining to billboard placement, utilities, property <br />designations, and whether the sites were City owned. <br />Current Billboards in Redwood City <br />Currently, there are five static billboards in Redwood City, which were permitted under previous Caltrans <br />and City standards. Map 1 below shows the locations of the five static billboards (indicated by purple dots) <br />in Redwood City. Also included on the map are three digital and one static billboard in San Carlos, and one <br />static billboard in unincorporated San Mateo County near Marsh Road.
