Page 1 of 11 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: October 14, 2024 <br />SUBJECT <br />Consideration of a phased approach to allowing digital billboards in Redwood City, with phase one <br />allowing one digital billboard in Redwood City <br />RECOMMENDATION <br />Authorize a phased approach to the City’s consideration of digital billboards and direct staff to prepare a <br />solicitation to allow one billboard in Redwood City. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Economic Vitality <br />Aesthetics <br />BACKGROUND <br />City Code Section 3.72 currently prohibits installation and maintenance of billboards within the City, with <br />limited exceptions. The City Code provisions regulating display of signs and prohibiting billboards, were <br />adopted by the City in 2007 after carefully balancing many competing factors and interests. The City has <br />a reputation as a community of natural beauty, distinctive architecture and historic tradition. Signs <br />significantly affect the aesthetic appeal of the City and its streetscapes; they also affect the quality of the <br />visual environment and influence perceptions of local economic conditions. The purpose of this Article is <br />to ensure that information by signs on regulated land is presented safely and effectively in a manner which <br />enhances the quality of the visual environment, aids in attracting shoppers and other visitors, and <br />promotes traffic safety and convenient circulation for motorists, bicyclists and pedestrians. This Article is <br />enacted to further the public health, welfare and safety, and to serve the City’s interests in promoting <br />community aesthetics, commerce and tourism, to serve the interests in the safety of traffic, pedestrians <br />and animals, to protect and preserve property values, and to protect the right of free speech by sign <br />displays. <br />8.A. - Page 1 of 12 <br />183
