By motion, accept the Belmont Slough Emergency Levee Repair project and <br />authorize the release of bonds and retention according to City procedures; and <br />2. By motion, approve the City Manager’s emergency action and determine that <br />the Belmont Slough Emergency Levee Repair project was necessary to respond <br />to the emergency, retroactively authorize the City Manager’s execution of the <br />construction contract with Dixon Marine Services, Inc. for $667,789, Agreement <br />for Services for geotechnical design and inspection with ENGEO, Inc. for $36,000, <br />Agreement for Services for biological monitoring with Montrose Environmental <br />Solutions, Inc. for $46,339, and amendment to the Agreement for Services with <br />Montrose Environmental Services, Inc. for $13,345. <br />CEQA: <br />Statutorily exempt per CEQA Guidelines Section 15269, Emergency Projects <br />6.D.Waive second reading and adopt an ordinance amending Municipal Code <br />Chapters 18 (Local Improvements & Planning) and 27A (Stormwater <br />Management and Discharge Control Program) and repealing and replacing <br />Municipal Code Chapter 30 (Subdivisions), to conform to current laws, provide <br />greater streamlining of subdivision applications, and improve flexibility to <br />accommodate housing developments <br />Recommendation: <br />Waive second reading and adopt an ordinance amending Chapter 18 (Local <br />Improvements & Planning) and Chapter 27A (Stormwater Management and <br />Discharge Control Program) of the Redwood City Municipal Code, and repealing <br />and replacing Chapter 30 (Subdivisions). <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />6.E.Agreement for Services with OverDrive, Inc. for electronic materials access <br />Recommendation: <br />By motion, approve and authorize the City Manager to execute a three-year <br />Agreement for Services with OverDrive, Inc. for electronic materials access <br />(eBooks, eAudiobooks, eComics and streaming movies, music, television) for a an <br />amount of $150,000 from September 2024 to September 2027, and authorize the <br />City Manager to extend the agreement for two additional two-year terms in an <br />3
