By motion, accept the Belmont Slough Emergency Levee Repair project and authorize the release of <br />bonds and retention according to City procedures; and <br />2. By motion, approve the City Manager’s emergency action and determine that the Belmont Slough <br />Emergency Levee Repair project was necessary to respond to the emergency, retroactively authorize <br />the City Manager’s execution of the construction contract with Dixon Marine Services, Inc. for <br />$667,789, Agreement for Services for geotechnical design and inspection with ENGEO, Inc. for <br />$36,000, Agreement for Services for biological monitoring with Montrose Environmental Solutions, <br />Inc. for $46,339, and amendment to the Agreement for Services with Montrose Environmental <br />Services, Inc. for $13,345. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Public Safety <br />BACKGROUND <br />Significant erosion on a portion of the Redwood Shores levee along the Belmont Slough was reported on <br />April 22, 2024. Public Works crews immediately closed the trail and coordinated with the Engineering and <br />Transportation Department to investigate the cause. In addition to protecting the adjacent property from <br />tidal influences, this portion of the levee is part of the Bay Trail. The level of erosion rapidly deteriorated <br />into a complete levee breach in May and staff requested emergency procurement authorization from the <br />City Manager to repair the levee.
