Page 2 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Article VII of Chapter 2 of the City’s Municipal Code, the City Manager reported the emergency public <br />works project to the City Council during the City Manager’s update. <br />Given public access as part of the Bay Trail, as well as the flood protection provided by the levee, the <br />situation presented a danger to “the health, safety, welfare or quality of welfare of the public or public <br />property”, per Section 2.67.4(D). Moreover, said health, safety, and welfare would have been endangered <br />if (1) immediate corrective action was not taken; (2) the emergency situation would not allow for any <br />delays associated with completing the standard competitive bidding process; and (3) the repair action was <br />necessary to respond to the emergency. <br />Prior to the City Manager reporting the emergency public works project to City Council, staff reached out <br />to all relevant agency partners to inform them of the situation and to initiate their respective emergency <br />permitting procedures. Under said procedures, all permits would be fully applied for and received once <br />the repair was completed. Staff are currently working through these processes with each agency. <br />Following the City Manager reporting the emergency public works project to City Council, staff executed <br />an Agreement for Services with ENGEO, Inc. for geotechnical design and inspection of the levee repair. <br />Additionally, an Agreement for Services was entered into with Montrose Environmental Services, Inc. for <br />biological monitoring to ensure compliance with environmental regulations. Based on the design provided <br />by the geotechnical engineer, staff worked to secure a contractor capable of completing the repair on an <br />emergency basis. Subsequently, the City entered into a construction contract with Dixon Marine Services <br />to affect the repair. <br />Levee Breach in May 2024 <br />6.C. - Page 2 of 5 <br />73
