Page 3 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />FISCAL IMPACT <br />Revisions to the Municipal Code to update it for consistency with federal and state laws, improve permit <br />streamlining and provide flexibility for housing developments were completed with existing staff <br />resources; no budget modification is required. <br />ENVIRONMENTAL REVIEW <br />Adoption of the proposed amendments to Chapters 18, 27A, and 30 is not a project as defined by the <br />California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378 because it does <br />not have any potential for resulting in either a direct physical change in the environment or a reasonably <br />foreseeable indirect physical change in the environment and it involves only organizational and <br />administrative activities of the City; it does not involve or otherwise authorize any construction or physical <br />activity that could impact the environment. Further, even if adoption of these amendments was <br />considered to be a project under CEQA, it would be exempt from CEQA review pursuant to CEQA <br />Guidelines section 15061(b) (3) because it can be seen with certainty that there is no possibility that <br />adoption of the Municipal Code Amendments would have a significant effect on the environment given <br />that they do not involve or authorize any construction or physical activity that could impact the <br />environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />1. Reintroduce the ordinance with changes. <br />2. Direct staff to present additional information before adopting the ordinance; or <br />3. Do not adopt the ordinance. <br />ATTACHMENTS <br />Attachment A – Chapter 18 (Local Improvements & Planning) and Chapter 27A (Stormwater <br />Management and Discharge Control Program) of the Municipal Code, and repealing and <br />replacing Chapter 30 (Subdivisions) <br />6.D. - Page 3 of 78 <br />79
