Some of these changes conflict with the City’s local Code and, therefore, <br />amendments to the City Code are necessary to comply with State law. City Code Chapters 18 (Local <br />Improvements and Planning), 27A (Stormwater Management and Discharge Control Program), and 30 <br />(Subdivisions) have not undergone major updates since 1998, 1995, and 1979, respectively. <br />To address changes in law as well as to update these chapters to reflect preferred practices and <br />procedures, the below Chapters are generally proposed to be amended (please see a more detailed <br />overview of the amendments in the Analysis section below): <br />Chapter 18, Local Improvements and Planning. The amendments to this Chapter identify <br />improvement requirements that are applicable when development occurs, including when <br />constructing a new building and remodeling an existing building. <br />Chapter 27A, Stormwater Management and Discharge Control Program. The amendments to this <br />Chapter clearly identify the types of development projects, including tenant improvements of existing <br />space, that must comply with stormwater requirements. The proposed amendments maintain the <br />goal to ensure stormwater quality is as natural and as free from contaminants as possible. <br />Chapter 30, Subdivisions. This Chapter regulates subdivision mapping, property, and boundary line- <br />related applications. This Chapter contains the procedures and requirements for subdivisions, <br />mergers, reconfigurations of land, and certificates of compliance confirming legality of existing lots <br />within the City. Much of this Chapter is outdated due to changes in state law, so it is necessary to <br />repeal and replace the Chapter in its entirety to bring it up to date. <br />On September 23, 2024, the City Council introduced an ordinance amending Chapter 18 (Local <br />Improvements & Planning) and Chapter 27A (Stormwater Management and Discharge Control Program) <br />of the Redwood City Municipal Code, and repealing and replacing Chapter 30 (Subdivisions). The <br />September 23, 2024 staff report describes the amendments in detail. <br />The City Council introduced the amendments as recommended by staff without revisions and requested <br />that staff provide an update on ordinance enforcement, provide research on how other cities address <br />stormwater management, and provide case studies to illustrate potential costs for property owner <br />compliance with the City’s Green Infrastructure Ordinance within one year of adopting the resolution. <br />Staff will provide this clarifying information to the Council in by April 2025. <br />ANALYSIS <br />The amendments to the City’s Municipal Code Chapters 18 (Local Improvements and Planning), 27A <br />(Stormwater Management and Discharge Control Program), and 30 (Subdivisions) would go into effect 30 <br />days following adoption of the Ordinance (Attachment A). <br />6.D. - Page 2 of 78 <br />78
