REV: 09-26-24 VR <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />Consultant shall complete a comprehensive review and assessment of the Redwood City <br />Parks, Recreation, and Community Services (PRCS) Department organizational structure <br />and operational procedures, as related to delivery of programs and services. The <br />assessment will identify elements of the Department’s work that might be appropriate to <br />reduce or eliminate, lift up opportunities for organizational streamlining or increased <br />efficiency to maximize the benefit of public and private funding, realign responsibilities <br />within the Department or to other City departments, and/or highlight services that are <br />essential to the community but require additional budgetary or staffing resources. The <br />Consultant will provide recommendations supported by best practices and evidence- <br />based operational practices. The assessment will include: <br />• Organizational structure, including an analysis of the appropriate grouping of <br />functions and activities within divisions as well as across divisions <br />• Effectiveness of staffing levels including, but not limited to, staff assignments, <br />workload, and cost-effectiveness of service levels and service delivery <br />• Existing and potential revenue resources and how they influence the level of <br />service, structure, and staffing, as well as effectiveness of current methods for <br />analyzing revenue <br />• Benchmarks and other objective indicators of program effectiveness <br />Tasks. Consultant shall perform the services and complete below tasks within 150 days <br />of contract award – this includes the time required to ensure that any changes to listed <br />tasks have been coordinated with and approved by the City. <br />Phase 1: Project Planning, Project Work Plan, and Kickoff <br />Conduct project management activities and involve the City’s Steering Committee as <br />needed to help ensure the project stays on time and on budget, as well as encourage <br />collaboration, conversation, and team cohesion throughout the project. Phase 1 includes <br />one on-site visit for the kickoff meeting and a tour of parks and facilities. <br />1.1 Conduct an Initial Project Planning Meeting and Kickoff Meeting. <br />Work collaboratively with the City in an initial project planning and kickoff meeting to: <br />• Introduce key team members <br />• Clarify project scope, goals, and objectives <br />• Identify known project constraints <br />• Refine dates and/or tasks, as appropriate <br />• Schedule and plan for a project kickoff meeting and introductory meetings with <br />departmental staff <br />• Develop an agenda to guide introductory meetings <br />ATTY/AGR.2024.173/Berry, Dunn, McNeil & Parker, LLC (PRCS Department Assessment) (Page 11 of 16)
