Building pads shall be laid as soon as possible after <br />grading unless seeding or soil binders are used. <br />• Idling times shall be minimized either by shutting equipment off when not <br />in use or reducing the maximum idling time to 5 minutes (as required by <br />the California airborne toxics control measure Title 13, Section 2485 of <br />California Code of Regulations [CCR]). Clear signage shall be provided <br />for construction workers at all access points. <br />• All construction equipment shall be maintained and properly tuned in <br />accordance with manufacturer’s specifications. All equipment shall be <br />checked by a certified mechanic and determined to be running in proper <br />condition prior to operation. <br />• Post a publicly visible sign with the telephone number and person to <br />contact at the Lead Agency regarding dust complaints. This person shall <br />respond and take corrective action within 48 hours. The BAAQMD’s <br />phone number shall also be visible to ensure compliance with applicable <br />regulations. <br />g. Emission Reduction Measures for Projects Exceeding the Significance <br />Thresholds for Criteria Pollutants (SEIR Mitigation Measure AQ-2b): <br />Project applicants proposing projects that exceed BAAQMD screening levels <br />shall prepare a project-level criteria air pollutant assessment of construction and <br />operational emissions at the time the project is proposed. The project-level <br />assessment shall either include a comparison of the project with other similar <br />projects where a quantitative analysis has been conducted, or shall provide a <br />project-specific criteria air pollutant analysis to determine whether the project <br />exceeds the BAAQMD’s criteria air pollutant thresholds. <br />In the event that a project-specific analysis finds that the project could result in <br />criteria air pollutant emissions that exceed BAAQMD significance thresholds, <br />the project applicant shall implement the following emission reduction measures <br />to the degree necessary to reduce the impact to less than the significance <br />thresholds, and shall implement additional feasible measures if necessary to <br />reduce the impact to less than the significance thresholds. <br />Clean Construction Equipment <br />1. The project applicant shall use electric construction equipment when <br />feasible. <br />2. The project applicant shall ensure that all diesel off-road equipment shall <br />have engines that meet the Tier 4 Final off-road emission standards, as <br />certified by CARB, except as provided for in this section.
