Findings and Statements Required by the California Environmental Quality Act <br />Focused General Plan Update 7 <br />Final Environmental Impact Report January 2023 <br />shown on the maps prepared pursuant to the Farmland Mapping and Monitoring Program <br />of the California Resources Agency, to nonagricultural use. <br />The proposed Project would not result in Farmland conversion to nonagricultural use. The <br />Planning Area is a developed area with urban and suburban uses. According to the DOC’s <br />Important Farmland Finder, the entire Planning Area is designated as “Urban and Built Up” and <br />there is no land in the Planning Area considered Prime Farmland, Farmland of Statewide <br />Importance, or Unique Farmlands. Therefore, there is no impact. (Draft EIR, p. 4.2-3) <br />Impact AG-2: Implementation of the proposed Project would not conflict with existing zoning <br />for agricultural use, or a Williamson Act contract. <br />The proposed Project would not conflict with existing agricultural zoning or a Williamson <br />Act contract. There are no areas within the Planning Area zoned for agricultural use and there are <br />no Williamson Act contracts within the Planning Area. Therefore, there is no impact. (Draft EIR, <br />p. 4.2-3) <br />Impact AG-3: Implementation of the proposed Project would not conflict with existing zoning <br />for, or cause rezoning of, forest land (as defined in Public Resources Code section 12220(g)), <br />timberland (as defined by Public Resources Code section 4526), or timberland zoned <br />Timberland Production (as defined by Government Code section 51104(g)). <br />The proposed Project would not conflict with existing forest land or timberland zoning. <br />There are no areas identified as timberland zoned Timberland Production within the Planning Area. <br />The proposed Project would not allow for any development of forest land, timberland, or <br />timberland zoned Timberland Production that is not already allowed under the existing General <br />Plan. Additionally, the Housing Element Update does not identify any Opportunity Site in areas <br />within the City that could meet the definition of forest land. The Project would not change the <br />zoning of the open space or forest lands in the City which is currently designated for open space. <br />Therefore, there is no impact. (Draft EIR, pp. 4.2-3 to 4.2-4) <br />Impact AG-4: Implementation of the proposed Project would not result in the loss of forest <br />land or conversion of forest land to non-forest use. <br />The proposed Project would not allow for any development in forest land that is not already allowed <br />under the existing General Plan. Additionally, the Housing Element Update does not identify any <br />Opportunity Site in areas within the City that could meet the definition of forest land. The Project <br />would not change the zoning of the open space or forest lands in the City which is currently <br />designated for open space. Therefore, there is no impact. (Draft EIR, p. 4.2-4) <br />Impact AG-5: Implementation of the proposed Project would not involve other changes in <br />the existing environment which, due to their location or nature, could result in conversion of <br />Farmland, to nonagricultural use or conversion of forest land to non-forest use. <br />As discussed in the findings for Impacts AG-1 through AG-4, the proposed Project would <br />not result in conversion of Farmland to nonagricultural use or conversion of forest land to non- <br />forest use. Therefore, there is no impact. (Draft EIR, p. 4.2-5)
