Air Quality <br />Impact AIR-4: Implementation of the proposed Project would not result in emissions leading <br />to odors adversely affecting a substantial number of people. <br />The proposed Project would not, in and of itself, permit or authorize any new, major <br />sources of potential odors (e.g., agricultural operations, wastewater treatment plants, landfills, and <br />certain industrial operations) and there are no such active sources in or near the Planning Area. <br />Construction occurring within the Planning Area could produce odors from fuel combustion or <br />solvents/paints used but these odors would be temporary, quickly disperse, and would not affect a <br />substantial number of people. Under the Cumulative (2040) Plus Project growth projection, the <br />Project would increase the amount of residential development in the City, including multi-family <br />development that could be located close to retail, restaurant, and other commercial land uses that <br />may generate localized sources of odors that may or may not be objectionable to nearby residential <br />land uses. This impact would be less than significant with standard environmental review practice. <br />(Draft EIR, pp. 4.3-25 to 4.3-26) <br />4.4. Biological Resources <br />Impact BIO-5: The proposed Project would not conflict with any local policies or ordinances <br />protecting biological resources, such as a tree preservation policy or ordinance. <br /> The proposed Project would not result in an impact related to potential conflict with local <br />policies or ordinances because all housing development would be required to be consistent with the <br />Housing Element and all Safety Element projects that could impact sensitive biological resources <br />would be subject to environmental review, including review for consistency with applicable <br />policies and programs of the General Plan. Implementation of the proposed Project components <br />that would be constructed by the City or other project proponents would be required to design those <br />projects in a manner that is consistent with the relevant General Plan’s policies, implementation <br />programs, and ordinances. Additionally, the project proponents would have to comply with the <br />City’s Street Tree Ordinance and Tree Preservation Ordinance, which requires a permit for removal <br />of protected trees and has standards for protecting retained trees during construction. The City <br />would also comply with the provisions of these ordinances if any trees are planned to be removed <br />during implantation of Housing and Safety Elements activities. Therefore, there is no impact. (Draft <br />EIR, p. 4.4-48) <br /> <br />Impact BIO-6: The proposed Project would not conflict with the provisions of an adopted <br />Habitat Conservation Plan, Natural Community Conservation Plan, or other approved local, <br />regional, or state habitat conservation plan. <br /> The proposed Project would not result in any conflicts with an adopted Habitat <br />Conservation Plan, Natural Community Conservation Plan, or other approved local, regional, or <br />state habitat conservation plan because there are no adopted Habitat Conservation Plans, Natural <br />Community Conservation Plans, or other approved local, regional, or state habitat conservation <br />plans within or that affect the Planning Area. Therefore, there is no impact. (Draft EIR, pp. 4.4-48 <br />to 4.4-49) <br /> <br />4.5. Cultural Resources <br />Impact CUL-1: The proposed Project would not cause a substantial adverse change in the <br />significance of a historic resource pursuant to Section 15064.5.
