Findings and Statements Required by the California Environmental Quality Act <br />Focused General Plan Update 29 <br />Final Environmental Impact Report January 2023 <br />the proposed Project would not contribute to a cumulative significant impact related to agriculture <br />and forestry resources. (Draft EIR p. 6-4) <br />6.2.5 Cultural Resources: Implementation of the goals and policies and mitigation measures <br />included within the City’s adopted General Plan, potential impacts of future development <br />associated with the Project on known existing cultural resources or previously undiscovered <br />cultural resources would reduce impacts to a less than significant level. Potential cumulative <br />impacts to cultural resources from development facilitated by the Project would therefore not make <br />a significant contribution to any cumulative regional impacts on cultural resources. (Draft EIR p. <br />6-6) <br />6.2.6 Energy: The analysis of energy usage is by nature a cumulative analysis focused on whether <br />an individual project’s contribution to energy demand is cumulatively considerable. Thus, because <br />development facilitated by the Project would result in a reduction in per capita energy usage <br />compared to the 2040 scenario without Project implementation, this impact would be considered <br />less than significant and the Project would therefore not make a significant contribution to any <br />cumulative regional impacts on energy. (Draft EIR pp. 6-6 to 6-7) <br />6.2.7 Geology and Soils: Impacts related to geology and soils are generally site specific and not <br />cumulative in nature; as such, the potential for cumulative impacts is limited. Implementation of <br />the Project would not result in a cumulatively considerable impact related to geology and soils. <br />(Draft EIR p. 6-7) <br />6.2.8 Greenhouse Gas Emissions: The analysis of GHG emissions is by nature a cumulative <br />analysis focused on whether an individual project’s contribution to global climate change is <br />cumulatively considerable. Development facilitated by the Project would result in GHG emissions <br />that do not exceed the significance thresholds applied in this EIR and would comply with the 2017 <br />Climate Change Scoping Plan. Therefore the Project would not make a significant contribution to <br />any cumulative regional impacts on greenhouse gas emission. (Draft EIR p. 6-7) <br />6.2.9 Hazards and Hazardous Materials: Impacts related to hazards and hazardous materials are <br />generally site-specific and not cumulative in nature because each project site has unique <br />considerations that would be subject to uniform site development and construction standards. As <br />such, the potential for cumulative impacts is reduced. Impacts associated with potential fire hazards <br />occur at individual building sites. These effects are site‐specific, and impacts would not be <br />compounded by additional development within the urban setting of the Planning Area. Compliance <br />with the adopted Public Safety Element and the proposed new and revised goals, policies, and <br />implementation programs of the Public Safety Element Update would result in impacts from <br />hazardous materials and fire that would be less than significant. Implementation of the proposed <br />Project would not result in a cumulatively considerable impact. (Draft EIR p. 6-8) <br />6.2.10 Hydrology and Water Quality: The General Plan contains goals, policies, and <br />implementation programs to protect surface water resources and improve the quality of runoff. In <br />addition, various state laws, including CEQA, require jurisdictions as lead agencies to identify <br />potential hazards related to new development as well as protect important water resources from <br />new development. As such, potential cumulative impacts from development facilitated by the <br />Project would be minimized. Therefore, the Project would not make a significant contribution to
