Findings and Statements Required by the California Environmental Quality Act <br />Focused General Plan Update 30 <br />Final Environmental Impact Report January 2023 <br />any cumulative regional impact with respect to hydrology and water quality. (Draft EIR pp. 6-8 to <br />6-9) <br />6.2.11 Land Use: Development facilitated by the Project, in conjunction with other cumulative <br />development within the vicinity, would not divide an established community. Implementation of <br />the proposed Project under cumulative conditions would not result in a significant land use impact <br />by physically dividing an established community; therefore, it would not make a cumulatively <br />considerable contribution to an environmental impact related to physically dividing an established <br />community. In addition, the proposed Project would be consistent with applicable land use plans <br />and policies adopted for the purpose of avoiding or reducing an adverse environmental effect. The <br />City would continue to review future development proposals to ensure compliance with the City’s <br />environmental policies and utilize its discretion to disapprove projects and/or general plan <br />amendments that would cause significant cumulative impacts to the environment. Therefore, the <br />proposed Project would not make a cumulatively considerable contribution to conflicts with land <br />use plans and policies adopted for the purpose of avoiding or reducing an adverse environmental <br />effect; this potential impact would be less than significant. (Draft EIR p. 6-9) <br />6.2.12 Mineral Resources: The General Plan map does not identify any mineral resource sites <br />within the Planning Area. Implementation of the proposed Project would not result in mineral <br />resources impacts, and there would be no substantial adverse cumulative mineral resources impact <br />associated with implementation of the Project. (Draft EIR p. 6-9) <br />6.2.13 Noise: Construction under the cumulative conditions would require compliance with the <br />City Noise Ordinance that implements General Plan policies and measures designed to protect <br />residents from excessive construction noise and vibration, to require the appropriate evaluation of <br />construction noise and vibration impacts at sensitive receptor locations, and to implement feasible <br />construction noise and vibration control measures when development occurs near noise-sensitive <br />land uses. Therefore, construction noise would not make a cumulatively considerable contribution <br />to a significant cumulative construction noise impact. Similarly, Project implementation under <br />cumulative conditions will require compliance with Redwood City Municipal Code noise standards <br />that limit or mitigate noise impacts on or from new development in noise-impacted areas to reduce <br />noise levels to acceptable levels. Once constructed, development projects would not generate <br />significant increases in traffic noise levels on a cumulative basis. Therefore, future operations <br />would not make a cumulatively considerable contribution to a significant cumulative operational <br />noise impact. The proposed Project could facilitate the construction of mixed-use and residential <br />projects adjacent to the existing Caltrain railroad, and potential future planned mixed-use and <br />residential projects could be exposed to excessive passenger train vibration levels that exceed FTA- <br />recommended vibration criteria; however, ground-borne operational vibration impacts are site- <br />specific and do not have the potential combine with vibration impacts. No cumulative impact would <br />occur. Therefore, the proposed Project would not result in a cumulative considerable contribution <br />to cumulative noise and vibration impacts. (Draft EIR p. 6-10) <br />6.2.14 Population and Housing: The potential growth in housing and related population associated <br />with the Project would be consistent with the City’s RHNA and Plan Bay Area 2050. <br />Implementation of the proposed Project would result in a net increase in housing, and thus would <br />not make a cumulatively considerable contribution to a regional impact related to a substantial <br />displacement of housing or people. This cumulative impact would be considered less than <br />significant. (Draft EIR p. 11)
