Findings and Statements Required by the California Environmental Quality Act <br />Focused General Plan Update 37 <br />Final Environmental Impact Report January 2023 <br />of glass facades on new buildings; apply glass and façade treatments in front of glass; <br />avoid, minimize, and treat glass railings and walkways near potential flight corridors; avoid <br />uplighting, light spillage, and use of green and blue lights; and use of motion sensing lights. <br />4.5. Cultural Resources <br />Impact CUL-2: The proposed Project would not cause a substantial adverse change in the <br />significance of an archaeological resource pursuant to Section 15064.5. <br />Mitigation Measures. EIR Mitigation Measures CUL-2a, CUL-2b, and CUL-2c (Draft <br />EIR pp. 4.5-14 to 4.5-15) will be implemented for the Project as provided in the MMRP. <br />Findings Regarding Impact CUL-2: Based on the FEIR and the entire record before the <br />City, the Council finds that incorporating the requirements of Mitigation Measures CUL- <br />2a, CUL-2b, and CUL-2c would substantially lessen the severity of Impact CUL-2, such <br />that this potential impact would be less than significant. Mitigation Measure CUL-2a <br />requires that if deposits of prehistoric or historic archaeological materials are encountered <br />during project construction activities for future development of individual projects within <br />the Planning Area, all work within an appropriate buffer area around the discovery shall be <br />stopped and a qualified archaeologist meeting federal criteria under 36 CFR 61 shall be <br />contacted to assess the deposit(s) and make recommendations to the City Community <br />Development and Transportation Department regarding their treatment, consistent with <br />CEQA Guidelines Section 15126.4 (b)(3). Mitigation Measure CUL-2b requires all <br />construction crews to undergo adequate training for the identification of federal or state- <br />eligible cultural resources prior to the issuance of grading permits. Mitigation Measure <br />CUL-2c requires that future development project applicants comply with the City’s <br />Historic Resources Management Plan and prepare a cultural resources plan in compliance <br />with the applicable California Environmental Quality Act regulations for all historic site or <br />sites which have a potential for the on-site discovery, reconnaissance and identification of <br />cultural resources, including a records search conducted by the Northwest Information <br />Center of the California Archaeological Inventory; interviews with persons knowledgeable <br />about the history of the site, as approved by staff and within a time period designated by <br />staff; and review of maps archived at the local history room of the Main Library and other <br />historical data contained in the Redwood City Inventory. <br />Impact CUL-3: The proposed Project would not disturb any human remains, including those <br />interred outside of formal cemeteries. <br />Mitigation Measures.
