Findings and Statements Required by the California Environmental Quality Act <br />Focused General Plan Update 45 <br />Final Environmental Impact Report January 2023 <br />• Fair Housing. Affirmatively further fair housing opportunities and promote housing throughout <br />the community for all, including promoting, and assisting in the development of housing that <br />meets the needs of special needs communities in Redwood City; <br />• Inclusivity. Comply with State Laws related to Environmental Justice by engaging residents <br />and stakeholders to ensure equitable and inclusive processes, policies, investments, and service <br />systems. Develop strategies to help residents in disadvantaged communities have access to <br />healthy foods, parks, mobility options activity, public programs, and safe homes; <br />• Technology. Embrace technology and innovative practices to create smart, sustainable <br />communities and adaptable infrastructure systems; <br />• Safety. Comply with State Laws related to Safety Elements by establishing new General Plan <br />goals, policies, and programs to include climate change adaptation and resiliency planning, sea <br />level rise, and additional wildfire measures, and provide direction to improve emergency <br />preparedness, response, and recovery; <br />• Adaptive and Resilient Communities. Develop strategies that help people, infrastructure, and <br />community assets adapt to and recover from evolving climate threats and vulnerabilities, and <br />from natural and human-caused hazards; and <br />• Conformance with Regulatory Requirements. Develop a Safety Element that meets all the <br />requirements under Government Code Section 65302(g), and which reflects State and local <br />regulations for specific hazards, with the intent of protecting people and key infrastructure from <br />damage resulting from an environmental hazard. <br />B. Significant Environmental Impacts of the Project <br />Based on the analyses in Chapters 4.1 through 4.20 of the DEIR, the City has determined <br />that all of the proposed Project’s potentially significant environmental effects would be avoided or <br />reduced to less-than-significant levels through implementation of the mitigation measures <br />described in the DEIR and MMRP, except for the following: <br />• Impact AIR-1: Adoption of the proposed Project could conflict with or obstruct <br />implementation of the applicable air quality plan. <br />• Impact AIR-2: Development facilitated by the proposed Project could result in a <br />cumulatively considerable net increase of any criteria pollutant for which the project region is <br />non-attainment under an applicable federal or state ambient air quality standard. <br />• Impact AIR-3: Development facilitated by the proposed Project could expose sensitive <br />receptors to substantial pollutant concentrations. <br />• Impact AIR-5: Adoption of the proposed Project could cause substantial adverse cumulative <br />impacts with respect to Air Quality. <br />• Impact TR-2: Development facilitated by the proposed Project could conflict or be <br />inconsistent with CEQA Guidelines section 15064.3(b) (Project Generated VMT). <br />• Impact UTIL-6: Development facilitated by the proposed Project could cause substantial <br />adverse cumulative impacts with respect to utilities and service systems.
