Findings and Statements Required by the California Environmental Quality Act <br />Focused General Plan Update 46 <br />Final Environmental Impact Report January 2023 <br />C. Project Alternatives Descriptions <br />Through the environmental review process, the City identified the following three (3) <br />Project alternatives for consideration: <br />No Project Alternative. The No Project (2010 General Plan) Alternative assumes that <br />development would occur within the Planning Area, but only in the locations and at the densities <br />allowed or anticipated under the 2010 General Plan. Development assumptions for this alternative <br />are shown in Table 5 1 in EIR Chapter 5.0 (Alternatives). It also assumes that the proposed policy <br />changes in the Housing, Land Use (Built Environment), Public Safety, Building Community, and <br />Natural Resources Elements, and the Environmental Justice policies and programs would not occur. <br />RHNA +15% Residential Buffer. The RHNA +15% Residential Buffer Alternative <br />assumes that 5,276 residential units would be provided for. This alternative assumes that policies <br />and goals associated with the proposed Built Environment Element (Urban Form and Land Use <br />Chapter), Housing Element, Public Safety Element, and the Environmental Justice policies and <br />programs would apply. <br />Consolidated Housing Sites - Downtown. The Consolidated Housing Sites - Downtown <br />Alternative assumes that the Housing Element’s residential development potential would be <br />restricted to the Downtown area. This would result in a reduction in residential and population <br />potential from the Project. The Consolidated Housing Sites – Downtown Alternative will provide <br />development potential of 1,534 units. This Alternative assumes some of the proposed changes to <br />the amendments to the Housing, Built Environment Element (Urban Form and Land Use Chapter) <br />will not occur. Specifically, the increased density for the Mixed Use designations and the <br />redesignation of parcels along Woodside Road would not occur. The proposed changes to the <br />Public Safety Element and the Environmental Justice policies will be applied. The Consolidated <br />Housing Sites-Downtown Alternative may reduce the air quality and transportation impacts <br />associated with the Project’s VMT, but the unit count associated with this Alternative will not <br />comply with RHNA and thus, does not comply with State law. <br />D. Findings Relating to Alternatives <br />Based on the evaluation and analysis of Project alternatives set forth in Chapter 5 of the <br />DEIR, and on the entire record of proceedings for the Project, the City Council hereby makes the <br />following findings: <br />Findings Relating to the No Project Alternative <br />Findings. The No Project Alternative is described and discussed on pages 5-6 to 5-12 of <br />the DEIR. The No Project is hereby rejected because it would not meet or would not meet as fully <br />most of the City’s objectives for the proposed Project. <br />Explanation. Under the No Project Alternative, development would occur within the <br />Planning Area but only in the locations and at the densities allowed or anticipated under the 2010 <br />General Plan.
