Findings and Statements Required by the California Environmental Quality Act <br />Focused General Plan Update 1 <br />Final Environmental Impact Report January 2023 <br />Housing, Built Environment, Public Safety, <br />Building Community, and Natural Resources <br />Elements Update to the Redwood City General <br />Plan <br />Final Environmental Impact Report <br />The City of Redwood City <br />Findings and Statements Required by the <br />California Environmental Quality Act <br />(Public Resources Code Section 21000 et seq.) <br />I. Introduction <br />On behalf of the City of Redwood City (the “City”), and pursuant to the California <br />Environmental Quality Act (“CEQA”) and Title 14, Chapter 3 of the California Code of <br />Regulations (the “CEQA Guidelines”), the City’s Planning Division has prepared an <br />Environmental Impact Report (the “EIR”) for the proposed amendments to the Housing, Built <br />Environment, Public Safety, Building Community, and Natural Resources Elements and specific <br />amendments to the Redwood City Municipal Code and Zoning Code and amendments to the <br />Redwood City Zoning Map (the “Project”), as described further below. The City is the lead agency <br />for the EIR. <br />To support its certification of the EIR and approval of the Project, the City Council of the <br />City of Redwood City makes the following findings of fact and statement of overriding <br />considerations (collectively, the “Findings”). These Findings contain the City Council’s written <br />analysis and conclusion regarding the Project’s environmental effects, mitigation measures, <br />alternatives to the proposed Project, and the overriding considerations which, in the City Council’s <br />view, justify the approval of the Project despite its potential environmental effects. These Findings <br />are based upon the entire record of proceedings for the EIR, as described below. <br />II.Background <br />The City of Redwood City completed a comprehensive General Plan update in 2010. In <br />response to State statutory requirements to prepare a sixth cycle Housing Element update and <br />changes to General Plan law since 2010, the City proposes to amend five current General Plan <br />elements: Housing, Public Safety, Built Environment, Building Community, and Natural <br />Resources. Because the amendments focus on the periodic updates necessary to satisfy State laws <br />related to General Plan elements as well as associated amendments to the Municipal Code and <br />Zoning Code and Map, these amendments are referred to as a Focused General Plan Update and <br />Focused Zoning Amendments (the “Project”). <br />The Project includes goals, policies, and programs that will provide City staff and decision- <br />making bodies with a foundation for analyzing and rendering decisions related to the physical <br />development of the Planning Area and the provision of public services therein. The Project is <br />intended to achieve the planning goals set forth in the Housing, Public Safety, Built Environment, <br />Building Community, and Natural Resources Elements over the Project’s planning horizon.
