<br />ATTY/RESO.0023/ PC RESO APPROVING AP2022-081 <br />REV: 03-30-2023 JB <br />Page 2 of 8 <br />WHEREAS, on April 4, 2023, the Planning Commission conducted a duly-noticed <br />public hearing in accordance with all applicable requirements of State Law to review the <br />permit application and supporting material for the Project. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION <br />OF THE CITY OF REDWOOD CITY AS FOLLOWS: <br /> <br />Section 1. The Planning Commission finds that the above recitals are accurate and <br />constitute findings in this matter, and with the staff reports, application materials, <br />development plan, and all other documents, reports, studies, memoranda, maps, oral <br />and written testimony, and materials in the City’s file for the application and the Project, <br />and all adopted City planning documents relating to the Project and the property <br />including the City’s General Plan, Municipal Code, Zoning Ordinance, and other <br />applicable City laws and regulations, have together served as an adequate and <br />appropriate evidentiary basis for the findings and actions set forth in this Resolution. <br /> <br />Section 2. The Planning Commission finds that the project is exempt from the <br />requirements of the California Environmental Quality Act (CEA) Guidelines per section <br />15303 (Class 3). Further, under section 15300.2, the project does not adversely affect a <br />historic resource. <br /> <br />Section 3. The Planning Commission hereby approves the Architectural Permit <br />consistent with Article 45 (Architectural Permits) of the Municipal Code, subject to the <br />Conditions of Approval in Exhibit A of this Resolution. The Planning Commission further <br />makes the following findings on the Architectural Permit in conformance with Article <br />45.4 of the Zoning Ordinance. <br /> <br />A. The existence of sufficient variety in the design of the structure and <br />grounds to avoid monotony in the external appearance; <br /> <br />The Project provides variety in the site design by using landscaping, trellises, <br />and patios. Further, the building design has variety by providing corners and <br />recesses, second-story step-backs, and a mix of architectural features, <br />colors, and materials that are successful in avoiding monotony in the external <br />appearance. <br /> <br />B. The size and design of the structure shall be considered for the purpose <br />of determining that the structure is in proportion to its building site and <br />that it has a balance and unity among its external features so as to <br />present a harmonious appearance; <br /> <br />The Project uses a lot coverage of 27% which is less than the maximum <br />allowable 60%. It provides front and site setbacks that exceed minimum <br />standards, second-story step-backs, and architectural features such as <br />trellises and belly bands that help to break up massing, provide a balance and
