ATTY/RESO.0025/PC RESO ADOPT AMENDMENTS TO THE ZONING CODE – 2023-2031 HOUSING ELEMENT <br />REV: 06-20-24 VR <br />Page 2 of 4 <br />WHEREAS, the El Camino Real Corridor Plan includes strategies to implement <br />the Plan goals, including those related to increasing opportunities for the development of <br />child care facilities, which supports the City Council’s strategic priorities for children and <br />youth of creating opportunities for children and youth to grow, learn, and play in safe and <br />healthy environments and of increasing the number and affordability of child care spaces; <br />and <br /> <br />WHEREAS, the Zoning Code requires regular maintenance to ensure that its <br />provisions remain clear and accessible to the public, City staff, and decision-makers; that <br />it remains internally consist; and that it remains consistent with the General Plan, City <br />policies, and State law; and <br /> <br />WHEREAS, to implement the Housing Element, the El Camino Real Corridor Plan, <br />and Zoning Code maintenance, updates and text amendments are required for Articles <br />2, 3, 4, 5, 11, 13, 14, 15, 16, 17, 17A, 18, 19, 29, 30, 31, 32, 33, 36, 37, 39, 40, 42, 45, <br />48, 53, 54, 55, 57, and 60 (collectively, the “Zoning Code Amendments”), which <br />accomplish the following: <br /> <br />• Implement Housing Element Program H3-3 to support and expand housing <br />opportunities for extremely low-income households and households with special <br />needs. <br /> <br />• Implement El Camino Real Corridor Plan Strategies 3F, 3G, and 3I to support <br />and expand opportunities to develop child care facilities. <br /> <br />• Implement Zoning Code maintenance to: <br /> <br />o Clarify definitions, define new terms, and delete obsolete definitions in <br />Article 2: Definitions; <br /> <br />o Establish a Temporary Use Permit; <br /> <br />o Update Architectural Permit applicability requirements; <br /> <br />o Correct typographical errors and unintended insertions and deletions that <br />occurred during previous code updates; <br /> <br />o Remove outdated and/or obsolete content that no longer reflects current <br />policies or practices; <br /> <br />o Ensure consistency with State law; <br /> <br />o Provide minor updates that clarify, modify, and/or streamline current policy <br />and processes; and <br />
