<br />Conditions of Approval for the Project, an Affordable Housing Plan, Land Donation
<br />Agreement with associated documentation and agreements, and a Development
<br />Agreement , and all other documents, reports, studies, memoranda, maps, oral and
<br />written testimony, and materials in the City’s file for the applications and the Project, and
<br />all adopted City planning documents relating to the Project and the property including the
<br />City’s General Plan, DTPP, Municipal Code, Zoning Ordinance, and other applicable City
<br />laws and regulations, and all associated approved and certified environmental documents
<br />for the Project (collectively referred to as the “Record”); and
<br />
<br />WHEREAS, the Planning Commission desired to recommend that the City Council
<br />approve the CEQA Consistency Checklist and the Project by approving General Plan
<br />Amendments; DTPP Amendments; Affordable Housing Plan, Affordable Housing Partner,
<br />Land Donation and Land Donation Agreement; a Downtown Planned Community Permit,
<br />Use Permit and Vesting Tentative Parcel Map with Conditions of Approval; and a
<br />Development Agreement; and
<br />
<br />WHEREAS, the Planning Commission determined that the increase of the DTPP
<br />Maximum Allowable Development office capacity via the General Plan and was
<br />consistent with and would further the purpose of and appropriately implement the General
<br />Plan and DTPP goals, policies, development standards and guidelines, and all other
<br />applicable provisions of the Redwood City Municipal Code and Zoning Ordinance; and
<br />
<br />WHEREAS, the Planning Commission further adopted Resolution 24-07 by a vote
<br />of 6-0-1 with one recusal recommending that the City Council approve the CEQA
<br />Consistency Checklist, Project approvals, including the General Plan and DTPP
<br />Amendments; and
<br />
<br />WHEREAS, the City Council is empowered by Redwood City Zoning Ordinance
<br />Article 52, Section 52.5 to amend the DTPP upon recommendation by the Planning
<br />Commission; and
<br />
<br />WHEREAS, on October 18, 2024, a public notice for the City Council public
<br />hearing was mailed to property owners within a 300-foot radius of the Project site, posted
<br />on the City’s website, and published in the San Mateo Daily Journal; and
<br />
<br />WHEREAS, on October 28, 2024, the City Council held a duly noticed public
<br />hearing as required by state law, Redwood City Zoning Ordinance Section 52.5, and
<br />Redwood City Municipal Code Section 18.67, to review and consider the General Plan
<br />Amendments, DTPP Amendments, Vesting Tentative Map, Downtown Community Plan;
<br />Use Permit with Conditions of Approvals, Affordable Housing Plan, Land Donation
<br />Agreement and associated documents, and the associated environmental review; and
<br />
<br />WHEREAS, following its deliberation on all of the foregoing, the City Council
<br />concurrently determined by separate Resolution that pursuant to the CEQA Consistency
<br />Checklist, the Project is within the scope of the DTPP EIR and DTPP SEIR, and pursuant
<br />to Sections 15168 and 15183 of the CEQA Guidelines, found no further environmental
