ATTY/RESO.0072/CC RESO 1900 BROADWAY (DTPP AMENDMENT) <br />REV: 10-23-24 VR <br />Page 4 of 7 <br />review is required for the Project; and <br /> <br />WHEREAS, heard concurrently with the application for DTPP Amendments, <br />Project Approvals, and Development Agreement, the City Council has approved a <br />General Plan Amendment (“General Plan Amendment Resolution”); and <br /> <br />WHEREAS, after the public hearing, the City Council considered the whole of the <br />Record for the Project and determined that the DTPP Amendments appropriately <br />implement the General Plan and DTPP goals and development standards (as amended) <br />and applicable provisions of the Redwood City Municipal Code and Zoning Ordinance. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY AS FOLLOWS: <br /> <br />Section 1. The recitals set forth above are true and correct and are hereby <br />incorporated herein by this reference as if fully set forth in their entirety. <br /> <br />Section 2. The City Council, having independently heard, considered, and <br />weighed all the facts and evidence in the Record, finds that the above recitals are <br />accurate and constitute findings in this matter and, together with the Project Record, have <br />served as an adequate and appropriate evidentiary basis for the findings and actions set <br />forth in this resolution. <br /> <br />Section 3. CEQA. In the exercise of its independent judgement, based on the facts <br />and evidence in the Record, the City Council concurrently adopted a Resolution finding <br />that, pursuant to the CEQA Consistency Checklist, the Project is exempt from further <br />environmental review pursuant to Public Resources Code Section 21083.3 and CEQA <br />Guidelines Section 15183, and does not require further environmental review under <br />CEQA. <br /> <br />Section 4. Downtown Precise Plan Amendment Findings. Based on the facts <br />and evidence in the Record, the Planning Commission, in the exercise of its <br />independent judgment, further finds: <br /> <br />a. The Project DTPP Maximum Allowable Development (MAD) Amendments are <br />consistent with the goals and policies of the DTPP (as amended), the prescribed <br />process for increasing the MAD, and appropriately implements the DTPP’s vision <br />for the land use designations in the DTPP as a mixed-use office development is <br />permitted in this area of the DTPP. The Amendments will allow a Project that meets <br />all of DTPP Standards and Guidelines, subject to two minor Guideline deviations <br />that were found appropriate to activate the proposed retail space. The Project <br />meets the requirements of the Historic Preservation Ordinance and Secretary of <br />Interior Standards. <br /> <br />b. The Project DTPP amendments are limited to an increase in the Maximum <br />Allowable Development office cap and will not create conditions that would be
