<br />119 <br /> Regarding project component VMT, the following is based on the VMT analysis prepared for the applicant by Sandis <br />(“847 Woodside Rd - VMT Screening Analysis - Redwood City, CA 94061,” February 23, 2024, revised May 9, <br />2024). The Sandis screening analysis provides an evaluation of the project in terms of the pre-screening thresholds <br />listed in the CEQA Technical Advisory (Governor's Office of Planning and Research “Technical Advisory on <br />Evaluating Transportation Impacts in CEQA”) and the City’s Transportation Analysis policy to determine if the <br />project component would have a less-than-significant VMT impact and therefore whether or not the project would <br />require a more detailed VMT analysis. The screening analysis determined (Sandis, pp. 2-3) that because the project <br />component is a 100 percent affordable housing project, within an underutilized location, it meets the City’s screening <br />criteria and would not require a VMT analysis. The project component’s VMT impact would be considered less than <br />significant. No new or more severe impacts on recreation are anticipated in the Focused GPU EIR, and there is no <br />new information of substantial importance for CEQA purposes. <br />c. The Focused GPU EIR found that the implementation of the General Plan updates would not substantially increase <br />hazards due to a geometric design feature or incompatible uses and the impacts were less than significant. <br /> The proposed project component would utilize the existing roadway system. The project component proposes onsite <br />parking to accommodate 50 vehicles. The one level of parking would be on the first floor of the building and accessed <br />via Woodside Road near the southern side of the building (Plan Sheet PA5.2, 10/27/23). <br /> Indoor bike parking (86 spaces for resident use) would be provided within the first floor of the building; also, two <br />outdoor public bike racks (four spaces total) would be provided along the project frontage on Woodside Street (Plan <br />Sheet PA5.2, 10/27/23). No substantial design hazards or incompatible uses have been identified, and no safety <br />impacts are anticipated. <br /> The Traffic Study (p. 16) reviewed the collision history for a five-year period (January 2018 through June 2023) along <br />Woodside Road between the intersection of Union Avenue and Orchard Avenue, including those intersections. Data <br />was provided by the Redwood City Police Department. A total of 25 collisions occurred during that period; however, <br />no fatalities occurred and the recorded collision resulting in an injury involved a bicycle and a motorcycle (the injury <br />was minor). With the current Caltrans construction project on Woodside Road and adding bike facilities along the <br />corridor and this segment of Woodside Road and pedestrian crossing enhancements, safety concerns along this road <br />segment would be addressed. <br /> The project would not substantially alter traffic patterns, roadway design, place incompatible uses on existing <br />roadways, or create curves, slopes or walls that would impede adequate site distance on a road. Therefore, the project <br />would have a less than significant impact. No new or more severe impacts on transportation are anticipated in the <br />Focused GPU EIR, and there is no new information of substantial importance for CEQA purposes. <br />d. The Focused GPU EIR found this impact to be less than significant because adequate emergency access would be <br />provided to the development sites. <br /> The proposed project component would utilize the existing roadway system. The project component design would be <br />required to comply with all applicable City codes and regulations pertaining to emergency access, as well as fire <br />protection and security. As a condition of project approval, the project component applicant must prepare a mandatory <br />construction traffic routing and parking plan (traffic control plan) subject to City review and approval, to ensure that <br />adequate emergency access is maintained during construction; all traffic control for lane closures during construction <br />shall conform to the Work Area Traffic Control Handbook administered by the City. In addition, project plans indicate <br />that access for Fire Department aerial fire apparatus would be provided on the Woodside Street side of the building <br />(Plan Sheet PA5.1, 10/27/23). As a result of the standards, mandatory regulations, and conditions of approval noted <br />above, the proposed project component would not impair or interfere with emergency access, and the impact is <br />considered less than significant. No new or more severe impacts on transportation are anticipated in the EIR/SEIR, <br />and there is no new information of substantial importance for CEQA purposes. <br /> CONCLUSION: <br />With regards to the issue area of Transportation, the following findings can be made: (1) no peculiar impacts to the <br />847 Woodside project component or its site have been identified, (2) there are no potentially significant effects or off- <br />site and/or cumulative impacts which were not discussed by the Focused GPU EIR, (3) no substantial new information <br />has been identified which results in an impact which is more severe than anticipated by the Focused GPU EIR, and <br />(4) no mitigation measures contained within the Focused GPU EIR would be required because the project component <br />specific impacts would be less than significant.
