ATTY/RESO.0077/CC RESO 1337 HOPKINS AUTHORIZING TO EXECUTE HISTORIC PRESERVATION AGREEMENT (MILLS ACT CONTRACT) <br />REV: 10-24-24 JB <br />Page 2 of 3 <br />Criterion B: It is identified with persons or events significant in local, state, or <br />national history. <br /> <br />Criterion C: It embodies distinctive characteristics of a style, type, period, or <br />method of construction, or is a valuable example of the use of indigenous materials <br />or craftsmanship. <br /> <br />WHEREAS, said Property and Applicant qualify for a Historic Preservation <br />Agreement (Mills Act Contract); and <br /> <br />WHEREAS, it is in the best interest of the City of Redwood City and the residents <br />therein, that the City designate the Property as a local historic resource and a Historic <br />Preservation Agreement (Mills Act Contract) be approved to assist in the restoration and <br />preservation of the Property. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY AS FOLLOWS: <br /> <br />Section 1. The City Council finds that the above recitals are accurate and <br />constitute findings in this matter, and with the staff reports, the application materials, <br />development plan, and all other documents, reports, studies, memoranda, maps, oral and <br />written testimony, and materials in the City’s file for the application and the Project, and <br />all adopted City planning documents relating to the Project and the property including the <br />City’s General Plan, Municipal Code, Zoning Ordinance, and other applicable City laws <br />and regulations, have together served as an adequate and appropriate evidentiary basis <br />for the findings and actions set forth in this Resolution. <br /> <br />Section 2. The City Council finds that the proposed Project is exempt from the <br />requirements of the California Environmental Quality Act under Section 15308 Class 8 <br />(Actions by Regulatory Agencies for Protection of the Environment) and Section 15331 <br />Class 31 (Historical Resource Restoration/Rehabilitation). The Historic Preservation <br />Agreement (Mills Act Contract) will ensure the maintenance, restoration, enhancement, <br />and protection of the environment (which includes historical resources), and because the <br />maintenance and preservation work carried out is required to be consistent with the <br />Secretary of the Interior’s Standards for the Treatment of Historic Properties. <br /> <br />Section 3. The City Council hereby finds that the Property meets the historic <br />designation criteria established by the Redwood City Historic Preservation Ordinance as <br />set forth below and hereby designates the residence and property located at 1337 <br />Hopkins Avenue, Redwood City, California a Historic Landmark. <br /> <br />a. Criterion A: It exemplifies or reflects special elements of the City’s cultural, <br />aesthetic, or architectural history. <br />
