REV: 10-07-24 LF <br />Consultant uses the three-part approach depicted in the graphic above to guide business <br />process improvement. For the first part, Consultant will facilitate business process <br />discussions to understand the City’s current process. Where appropriate, Consultant will <br />create a high level process map to document current process and provide a starting point <br />for any change opportunities. <br />Once maps are developed, Consultant will conduct part 2, consisting of an analysis to <br />benchmark the existing processes against recognized public sector best practices, other <br />organizations, and the City’s longer-term goals. Consultant will facilitate sessions that are <br />similar to Lean process improvement workshops to discuss improvement strategies with <br />the City staff. At this stage, Consultant will also interview stakeholders and work to create <br />a vision for the future City process – effectively, setting standards for how the City could <br />operate. <br />Consultant will conduct focus group meetings for the processes listed above and <br />schedule meetings with a representative set of individual departments who have regular <br />interactions with finance department. <br />For scope related to procurement functions, Consultant plans to facilitate a larger <br />procurement workshop to discuss procurement processes, policies, workflows, and roles <br />and responsibilities with subject matter experts from the finance department and <br />representatives from operating departments. <br />In addition, if necessary, Consultant may request individual interviews with key <br />stakeholders. Consultant will work with the City to determine the most appropriate <br />number of focus group meetings and interviews. <br />Deliverables <br />Consultant will prepare the following: <br />Assessment Reports / Action Plans- After conducting the analysis, Consultant will prepare <br />a recommended strategy to staff for moving forward. Recommendations will likely include <br />policy change, process change, and system change. For each, Consultant will identify <br />next steps, expected timelines, estimated level of effort / difficulty, potential risks, and <br />other important factors that may influence the City’s decision to proceed. <br />a) As part of the assessment report pertaining to the Oracle System ERP <br />Review, Consultant will include a system inventory to document any <br />shadow systems. Consultant will include all commercial applications, home <br />grown applications, shadow/silo systems, stand-alone spreadsheets or <br />databases, forms, records, notes, or other tools that either store information <br />or are used for business process transactions. <br />ATTY/AGR.2024.185/Government Finance Officers Association (Page 13 of 15)
