REV: 10-07-24 LF
Areas of Analysis
Consultant and City have identified four major areas of analysis described below.
For each area of analysis, Consultant will review any available documentation that the
City has prior to holding meetings with City staff. These include project documentation,
existing policies, standard operating procedures, past consulting
reports/recommendations, staffing analysis, organizational charts, business plans, or
other existing documentation.
(1) Oracle Documentation Review
Consultant will review any project documentation and deliverables produced by either
City staff or Oracle/CherryRoad consultants during implementation. Consultant will also
compare project documentation against any Request For Proposal documents or contract
documents, including Consultant’s previously created project documents, in an attempt
to determine how the City arrived at the decision. Consultant also will interview key staff
who may have been part of the implementation.
(2) Oracle ERP System Review
In addition, Consultant will work with the City to analyze the current state of the existing
system. Consultant will assess module configurations in the system to determine
completeness of implementation and to assess how well the system is supporting the
City’s process.
(3) Policy Review
Consultant will review the City’s existing policies and compare each industry best
practices or Consultant’s collective knowledge from past engagements on what works
well. Consultant will identify any areas that may be missing in current policies.
(4) Process Analysis / Workshops
ATTY/AGR.2024.185/Government Finance Officers Association (Page 12 of 15)
