Smaller sections, or <br />individual components would then be removed. <br />During high tide, the City would utilize a boat(s) to access the project area and remove the docks, <br />ramps and utilities. Materials would be removed manually from their current locations, loaded <br />onto the boats and then brought to shore and loaded directly into a dump truck for transport to <br />a nearby landfill. A landside crane would be used to transfer demolition material from the boat <br />to the dump truck. <br />Prior to landfilling, removed material would be transported to the City’s Municipal Corporation Yard for <br />proper sorting and disposal. Deconstruction activities would occur during high tide daytime hours only, <br />and are expected to take approximately 6 weeks to complete. <br />The proposed project will require permitting from the U.S Army Corps of Engineers and a filed Notice of <br />Intent with the San Francisco Bay Regional Water Quality Control Board. Additionally, as outlined in detail <br />in the Memo, the City will be required to follow good site management housekeeping rules, procedures, <br />and best management practices to prevent and control the discharge of any potentially hazardous <br />materials. <br />FISCAL IMPACT <br />Funding for this work is included in the Fiscal Year 2024/25 budget for Docktown Marina operations, <br />currently funded by the General Fund; no additional funds are required. <br />ENVIRONMENTAL REVIEW <br />This activity is exempt under California Environmental Quality Act (CEQA) as defined in CEQA Guidelines, <br />section 15301(c) (Existing facilities) Class 1, because the proposed project qualifies for a categorical <br />exemption as a minor alteration to an existing facility within the City’s public right-of-way. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may choose not to approve the removal of the dock and utilities and direct staff to <br />continue maintaining this infrastructure. <br />6.G. - Page 3 of 45 <br />181
