<br />11/15/24 (P:\M-S\RWC2101.04 Docktown CE\PRODUCTS\Docktown_CEMemo_20241115.docx) 3 <br />Regulatory Framework <br />The City of Redwood City’s General Plan Land Use Map 1 designates the project site as Mixed <br />Use - Waterfront Neighborhood (40 DU/AC Max.). The Mixed Use - Waterfront Neighborhood <br />category allows for the creation of unique neighborhoods that take advantage of Redwood City’s <br />Bay frontage. The mix of allowed uses includes housing and supporting commercial businesses, <br />hospitality and restaurant uses that attract visitors, and businesses that support marina functions. <br />Housing options can also include floating homes, houseboats, and live-aboard boats, in addition to <br />residential buildings. The project site is zoned Mixed Use Water (MUW).2 <br />Project Background <br />The City acquired its interest in the portion of Redwood Creek that is now Docktown Marina from <br />the State of California in 1945. In 1964, the City leased the waterway for use as a marina and it has <br />been operated as such since that time. Up until March 2013, Docktown Marina was operated by a <br />private party, Docktown Marina, Inc., which had a lease agreement with the landside owners and a <br />revocable permit from the City to operate the marina. In December 2012, Docktown Marina, Inc. <br />advised the City that it was terminating its lease and revocable permit. Shortly thereafter, the City <br />took over the operations and management of the Docktown Marina. <br />The City serves as a trustee for the land on which the Docktown Marina is located.3 In this role, the <br />City owns the creek area on behalf of the citizens of California. The statutes 4 granting the subject <br />property allow for limited use of these public trust lands for the establishment, improvement, and <br />conduct of a harbor and for the construction, maintenance, and operation of wharves, docks, piers, <br />slips, quays, and other utilities, structures, and facilities necessary or for the promotion, <br />accommodation, and operation of flood control projects. Currently, the project site consists of a <br />largely vacant marina. <br />The City is currently undergoing a visioning process to determine the potential future use of the <br />Docktown Marina. In the interim, the City proposes to remove the existing floating dock and <br />associated utilities in order to promote public safety and prevent illegal occupation of the marina. <br />Proposed Project <br />The proposed project consists of the deconstruction of existing facilities at the project site, including <br />removal of the existing floating dock and berths and associated utilities. For the purposes of the <br />CEQA analysis, it is assumed that all existing landside public recreational facilities and amenities, <br />including a small watercraft launch, as well as existing in-water infrastructure (e.g,. support pillars <br /> <br />1 Redwood City, City of. 2015a.
