MTC also requires the lead agency to <br />have a certified Housing Element. Since San Mateo County’s Housing Element has not been certified by <br />the state yet, the City will be the lead agency for the project. <br />ANALYSIS <br />In 2022, Redwood City, in coordination with San Mateo County, submitted a grant application for OBAG <br />3 funds in the amount of $3,806,790 for the Bay Road Complete Street Rehabilitation Project between <br />Fifth and Fifteenth Avenues. The project was identified in both the City’s adopted Walk Bike Thrive Plan <br />(2022) and the Unincorporated San Mateo County Active Transportation Plan (2021) as a priority bicycle <br />and pedestrian project. The project alignment is wholly within the MTC’s Equity Priority Communities <br />area. <br />The project scope includes design and construction of traffic safety measures such as pedestrian crossing <br />improvements, roadway lane reconfiguration, new bicycle facilities, sidewalk, curb, and gutter repair, and <br />new traffic control measures at the Bay Road/Fifteenth Avenue/Spring Street intersection. The project <br />directly benefits school commuters for students who walk and bike to Taft Elementary School. <br />The project aligns with City Council’s Strategic Priority on Transportation, which includes bicycle and <br />pedestrian safety goals intended to eliminate fatalities and serious injuries from traffic collisions. <br />Should the City Council approve the resolution of local support, staff will develop a Memorandum of <br />Understanding (MOU) with San Mateo County to document each agency’s staff and financial contributions <br />to the project. Staff plan to present the MOU to the City Council for approval in the first quarter of 2025. <br />FISCAL IMPACT <br />The estimated cost of the Project is approximately $4.3 million, of which $3,806,790 is anticipated to be <br />provided by OBAG 3 program funding. The project requires an 11.47% local match, equal to $493,210, <br />that will be equally shared between Redwood City and County of San Mateo. The Redwood City match <br />will be covered by Measure A Fund 262, Traffic Safety Program. The project does not require any General <br />Funds and no additional funding is required. <br />ENVIRONMENTAL REVIEW <br />Actions associated with adopting a resolution of support and accepting funding do not constitute a project <br />pursuant to the California Environmental Quality Act guidelines section 15378(b)(4). Future construction <br />of the project will be categorically exempt from the requirements of CEQA pursuant to CEQA Guidelines <br />Section 15301(c), Class 1 (“Existing Facilities”) for the repair and maintenance of existing highways and <br />streets with negligible or no expansion of an existing use. As it is required for the federally funded projects, <br />this project is subject to the National Environmental Policy Act (NEPA). NEPA documents will be prepared <br />and submitted to Caltrans at the 65% design stage. <br />6.H. - Page 2 of 7 <br />225
