Page 2 of 7 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />The City Council has adopted a strategic initiative related to government operations, and one of the goals <br />of that initiative is: <br />Uphold the highest standards of professionalism within City Operations, and encourage fiscal <br />responsibility, innovation, and strategic decision making. <br />In addressing this goal, the City continues to invest in staff leadership, skill development and other human <br />resources strategies to attract, develop, support and retain a highly qualified, valued and diverse <br />municipal workforce. City staff also has worked closely and collaboratively with the City Council and <br />employee groups to develop recommended salary and benefit changes. When considering compensation <br />packages for various employee groups the City considers multiple factors such as the cost of living, <br />recruitment and retention goals, and compensation survey data from comparable Bay Area cities, as well <br />as the current financial condition of the City, and any anticipated fiscal challenges. In addition, in <br />accordance with State law, the City negotiates agreements with recognized bargaining units on any <br />changes that affect hours, wages, or terms and conditions of employment for positions within the <br />respective groups. <br />ANALYSIS <br />At the direction of City Council, City staff met and conferred in good faith with representatives of the <br />RCPOA, as the MOU was set to expire on August 25, 2024. The parties met regularly since April 26, 2024 <br />to address topics of concern to both parties and to meet and confer over the terms of a successor MOU. <br />The RCPOA agreement addresses topics of concern to both RCPOA and the City. The City and <br />representatives of the RCPOA reached a Tentative Agreement in October 2024 the terms and conditions <br />of the successor MOU governing employees of the City who are represented by the RCPOA for the period <br />of August 26, 2024 through August 29, 2027. <br />The Tentative Agreement before the City Council provides the following terms: <br />DURATION OF AGREEMENT <br />Three years (August 26, 2024 – August 29, 2027) <br />SALARY <br />Effective August 26, 2024: 3% cost of living adjustment for classifications and employees represented <br />by RCPOA. Salary for unrepresented Police Officer Trainee classification will be increased <br />appropriately to retain alignment with steps 1-3 of Police Officer classification. <br />Effective September 8, 2025, classifications and employees represented by the Association shall <br />receive an annual market adjustment salary increase required to bring the Police Officers to the mean <br />or the median, whichever is greater, reflected in a total compensation salary survey study conducted <br />by the City to include top step base salary, deferred compensation, educational reimbursement, <br />6.I. - Page 2 of 84 <br />232
