<br />6 <br /> <br />where matters within the scope of representation or grievances are being considered. The <br />use of official time for this purpose shall be reasonable and shall not interfere with the <br />performance of City services as determined by the City Personnel Officer. Such Employee <br />representatives shall submit a written request for excused absence to the Police Department <br />Head or their designated representative with an information copy to the City Manager, at <br />least two (2) weeks prior to the scheduled meeting, labor conference, or labor training <br />seminar whenever possible. Except by mutual agreement, the number of employees <br />excused for such purposes shall not exceed two (2) contingent upon minimum staffing <br />requirements. The affected shift supervisor will post any necessary overtime to backfill <br />their respective shift; however, if there are no takers for the overtime, no officer will be <br />compelled to work overtime and permission will not be granted for the requested absence. <br />It is incumbent on the association representative who is attending the meeting, labor <br />conference or labor training seminar to check with the affected shift supervisor to ensure <br />that in the event any overtime is needed, it is posted and filled. <br /> <br /> <br />SECTION 6. NO STRIKE <br /> <br />The Association, its members and representatives, agree that it and they will not engage in, <br />authorize, sanction, or support any strike, slowdown, stoppage of work, curtailment of <br />production, concerted refusal of overtime work, refusal to operate designated equipment <br />(provided such equipment is safe and sound) or to perform customary duties; and neither <br />the Association nor any representatives thereof shall engage in job action for the purpose <br />of effecting changes in the directives or decisions of management of the City, not to effect <br />a change of personnel or operations of management or of employees not covered by this <br />MOU. <br /> <br /> <br />SECTION 7. PAY <br /> <br />7.1 Salary Increases <br /> <br />7.1.1 Effective August 26, 2024, there will be a three percent (3%) cost of living <br />adjustment for all classifications represented by the bargaining unit. <br /> <br />Eligible employees will receive the following retention incentives: <br />• $5,000 effective the second full pay period in February 2025 <br />• $5,000 effective the second full pay period in February 2026 <br />• $5,000 effective the second full pay period in February 2027 <br />An employee must be in full paid status for the entire applicable pay period <br />listed above to be eligible for the retention incentive. <br /> <br />The lump sum payments will not be treated as pensionable compensation. <br />The City will withhold taxes from lump sum payments in accordance with <br />federal and state requirements. <br /> <br />6.I. - Page 18 of 84 <br />248
