<br />8 <br /> <br />A. The City will conduct an annual total compensation salary survey <br />no later than August 1st of 2023 comparingThe survey shall <br />compare the total compensation rates of Police Officers (P700) in <br />Redwood City to the mean and median of Police Officers in the <br />following listed cities: Mountain View, Palo Alto, San Mateo, <br />South San Francisco, Fremont, Milpitas and Santa Clara. <br /> <br />B. The total compensation survey shall include top step base salary (5th <br />step for the Association), employee PERS payments (including the <br />employee payments toward employer CalPERS costs outlined in <br />Section 14.3), EPMC, deferred compensation, car allowance, <br />administrative leave, educational reimbursement, professional <br />development, uniform allowance, educational incentives, and City <br />health and welfare contributions. For purposes of the total <br />compensation survey, the parties agree the survey will reflect <br />benefits provided to employees defined as “New Members” (i.e. <br />PEPRA employees). <br /> <br />C. The total compensation salary survey will reflect City Council- <br />approved salary increases for comparative cities that occur by or <br />before September 1st in the year in which the survey is conducted. <br />In the event one or more of the above listed comparative cities is in <br />labor negotiations due to the expiration of their labor MOU and does <br />not have salary data available as of September 1, the comparative <br />city shall be temporarily removed from the survey until such time as <br />salary data is available. <br /> <br />7.1.4 Initial appointments shall normally be made at the lowest step or rate of pay. <br />Upon approval of the City ManagerCouncil, such appointments may be <br />made at the second or third step, justified by consideration of the difficulty <br />of locating qualified personnel and an appointee’s experience, education, <br />knowledge of particular duties required, personal fitness for the position, <br />and such other criteria as may be reasonably related to such preferential <br />consideration on the basis of merit. <br /> <br />7.1.5 Increases within the salary range established for the classification of Police <br />Officer (P700) shall be administered as follows: <br /> <br />Initial appointments shall normally be made at the first step in the salary <br />range. <br /> <br />With continued satisfactory performance, an employee in the classification <br />of Police Officer may be eligible for a salary increase at twelve (12) month <br />intervals between salary steps two, three, four and five and at a six (6) month <br />interval, between salary steps one and two. <br /> <br />6.I. - Page 20 of 84 <br />250
