41

The City will contract with Vision Service Plan (VSP) or comparable vision care
provider to provide vision care benefits for employees and their dependents. The
Vision Service Plan B provides for an exam every twelve (12) months, lenses every
twelve (12) months if needed, and frames every two (2) years if needed. There is
no deductible for employees, but a twenty dollar ($20.00) per person deductible
will apply to dependents each time benefits are available and will be paid by the
employee. Effective January 1, 2016, the City’s contribution toward the plan shall
be ninety percent (90%) of the plan premium.

10.8 Wellness Pilot Program
10.8.1 Program Summary: Police Officers will have the option to participate in
a voluntary Wellness Program.
10.8.2 Pilot Program: This program will be implemented as a pilot project. The
pilot program will be in effect until August 25, 2024. At the end of the pilot
program period, the parties will evaluate the plan including available data
and objective criteria as well as the experience of participating employees
related to wellness of plan participants. By mutual agreement between the
City and the Association, the program may continue on an ongoing basis.
10.8.3 On-Duty Fitness Time: Participating officers who are not assigned to
patrol will be authorized to exercise for up to one (1) hour of On Duty
Fitness Time per shift up to three (3) shifts per work week, which shall
include the selected form of approved exercise, changing attire, and
showering. The City will revisit the issue of participation of Police Officers
assigned to patrol in On-duty Fitness Time upon completion of the Police
Department Staffing Study, which shall commence no later than sixty (60)
calendar days following January 23, 2023.
For participating officers not assigned to patrol, time will be allotted during
the employee’s working day to allow the employee the benefit of working
out on duty. Employees must commit to using one (1) hour of on-duty time
to engage in a selected form of approved exercise up to three (3) shifts per
work week, contingent upon supervisor approval and/or staffing constraints
as determined by the supervisor.
Participants will be required to sign a hold harmless agreement.
Participating Police Officers assigned to patrol who are not eligible for on-
duty workout time may elect to receive a stipend of $62.50 per month or up
to seven hundred fifty dollars ($750) per fiscal year for a gym membership
or other fitness activities instead of regular On Duty Fitness Time in order
to participate in the Wellness Program. The fitness activity reimbursement
is subject to approval of the Human Resources Director or designee. The
usage and request for reimbursement must occur between June 1st and May
31st each fiscal year. Taxability of this benefit allowance is governed by the
provisions of the Internal Revenue Code and State and local regulations.
6.I. - Page 53 of 84
283
